The City of <br />Portsmouth has in the past, and is now, enjoying financial assistance from the Economic Develo <br />ment Administration. This assistance has provided the funds to upgrade various sites needed <br />to attract private sector investment to Portsmouth which is necessary to enhance our tax base <br />and provide employment for our citizens. The termination of this assistance will severely <br />hamper the accomplishment of future economic development projects. This resolution will <br />indicate Council's endorsement of the continuation of the Economic Development Administration <br />and its programs, The City Manager recommends adoption." <br /> <br />and <br /> <br />On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted, <br />by the following vote: <br /> <br /> '~ RESOLUTION ENDORSING THE CONTINUATION OF THE ECONOMIC DEVELOPMENT ADMINISTRATION <br /> AS A SOURCE OF FINANCIAL ASSISTANCE FROM ~THE FEDERAL GOVERNMENT TO THE LOCALITIES. <br /> <br /> WHEREAS, the City of Portsmouth has participated in Economic Development Administration <br />programs since 1975; and <br /> <br /> WHEREAS, during this period the City of Portsmouth and private enterprise in the City <br />Portsmouth have been the ~eneficiaries of Economic Development Administration Public Work <br />Grants, Planning Grants, and loans to the extent of 4.55 million dollars; and <br /> <br />of <br /> <br /> WHEREAS, the City of Portsmouth has been the beneficiary of <br />dollar grant through the Local Public Works Program administered <br />Administration; and <br /> <br />an additional 2.5 million <br />by the Economic Development <br /> <br /> WHEREAS, said grants to the City of Portsmouth and to private enterprise located in the <br />City of Portsmouth have enabled the City to complete the construction of public improvements <br />such as drainage projects and in cooperation with private enterprise such as Virginia Products <br />Corporation to secure jobs for the citizens of Portsmouth, which improvements and employment <br />would not have been possible without support of the Economic Development Administration; and <br /> <br /> WHEREAS, the City of Portsmouth intends to seek the financial assistance of the Economic <br />Development Administration for other projects designed to expand the local tax base and create <br />new opportunities for the citizens of the City of Portsmouth; and <br /> <br /> WHEREAS, the present federal administration has recommended to Congress that the Economic <br />Development Administration be terminated upon the expiration of all current grants to the <br />localities; and <br /> <br /> WHEREAS, it is the opinion of this Council that the programs of the Economic Development <br />Administration should be continued as part of the program of financial assistance to the <br />localities and to przvate enterprise to encourage the Economic Development and secure employ- <br />ment opportunities for citizens of the locality. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />this Council does hereby express its endorsement for the continuation of the programs of the <br />Economic Development Admimistration as a source of financial assistance from the Federal <br />Government to the localities for the purpose of encouraging economic development and providin <br />employment opportunities for the citizens. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, <br />copy of this resolution to Senator Harry F. Byrd, Jr., Senator John W. <br />Robert W. Daniel, Jr.U <br /> <br />Ayes: Barnes, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />directed to forward a <br />Warner and Represenati <br /> <br /> 81-129 "Consideration of a resolution authoriJing garbage disposal companies <br />,~¢¢po?i~in ~hq,City incinerator on an emergency <br /> Manager may direct garbage collected from ships <br /> <br /> tO <br />basis and upon such conditions as the City <br />anchored in the Chesapeake Bay area. <br /> <br /> Due to the unusual and prolonged backup of coal colliers in the Port of Hampton Roads <br />and resulting in problems in the proper disposal of shipboard waste, The City has been request <br />to assist in this matter by making its incinerator available to contractors servicing these <br />ships. Presently~ the City ordinance does not cover such a situation. In view of the Gover- <br />nor's proclamation of March 23, 1981 concerning this subject, the City Attorney feels that <br />the attached resolution will indicate Council's position in this mat~er and affirm the City <br />Manager's ability to act on behalf of the City accordingly.
