249 <br /> <br />April 14, 1981 <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Oast, the following ordinance was approved on <br />first_reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $150,000 FROM THE PUBLIC UTILITY FUND FOR THE <br />PURCHASE OF WATER FROM THE CITY OF SUFFOLK." <br /> <br /> 81-12S - "Consideration of an ordinance on first reading to appropriate $110,000 from <br />the Public Utilities Capital Improvements Fund for repairs to City-owned wells. <br /> <br /> This appropriation provides the funds necessary to make repairs to City-owned wells used <br />in conjunction with the Lake Kilby Water Treatment Plant. Due to the heavier than normal <br />pumping expected this summer, the Director of Public Utilities has recommended that the neede¢ <br />repairs be completed prior to the summer peak season. Funds for this appropriation will be <br />Frovided from unallocated Public Utility Bond proceeds. The City Manager recommends adoption <br />on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and ~y unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $110,000 FROM THE PUBLIC UTILITY CAPI~AL IMPROVE- <br />MENT FUND FOR REPAIRS TO CITY-OWNED WELLS." <br /> <br /> 81-126 "Consideration of an ordinance on first reading to appropriate $40,000 from <br />the Capital Improvements Fund for outdoor athletic facilities. <br /> <br /> This appropriation will provide $40,000 to construct two Little League ball fields at <br />the Simonsdale Sports Complex. This project was included in this year's Capital Improvements <br />Budget. In order for the fields to be ready for this year's Little League Season, work <br />must begmn this Spring. The Olive Branch Little League has agreed to be responsible for the <br />labor to construct the fields which represents a considerable savings to the City. The City <br />Manager recommends adoptmon on first reading." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $40,000 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />OUTDOOR ATHLETIC FACILITIES." <br /> <br /> 81-127 'Consideration of a resolution authorizing the City Manager <br />contract with the Virginia Department of Highways and transportation for a <br />Demonstration Program. <br /> <br />to execute a <br /> Pavement Marking <br /> <br /> This resolution authorizes the City Manager to execute a granr contract with the Vir <br />Department of Highways and Transportation for $224,000 and requires no local funds. The <br />grant will enable the City to participate in a Pavement Marking Demonstration Program. City <br />Council previously endorsed this project by resoluticn on February 12, 1980. The City Manager <br />recommends adoption." <br /> <br /> 'ConsiJeration of a motion to transfer $224,000 from the Grants Contingency Account to' <br />provide funds for the Pavement Marking Demonstration Program. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE <br />VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION TO PROGRAM AND ADMINISTER <br />A PAVEMENT MARKING DEMONSTRATION PROJECT. <br /> <br /> WHEREAS, the United States Department of Transportation, Federal Highway Administration, <br />and Title 23 of the United States Code and Volume 8, Chapter 2, §I of the Federal~id Highway <br />rPro~g~r~am M~nnat~ offers a Pavement Marking Demonstration Program to improve the pavement markin <br />of all highways and to demonstrate the value of height-type markings for vehicle and pedestria~ <br />safety; and <br /> <br /> WHEREAS, the Virginia Department of Highways and ~ransportation prepared a Statewide <br />application to program and administer a Pavement Marking Demonstration Project which was <br />approved by the Federal Highway Administration on February 23, 1981; and <br /> <br /> WHEREAS, the City of Portsmouth and the Virginia Department of Highways and Transportatio~ <br />must enter znto an agreement to maintain the highways improved under the prov~smon of the <br />program and which acknowledges the City's responsibilities thereunder; and <br /> <br /> WHEREAS, said program provides that Portsmouth's share is <br />~$224,000.) the total cost to be paid from Federal-Aid Highway <br />Marking Demonstration Project. <br /> <br />Two Hundred Twenty-four Thousan~ <br />Funds authorized for the Paveme~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to enter into an agreement with the Virginia <br />Department of Highways and Transportation to maintain highways improved under the provisions o <br />the Federal Highway Act, as amended, and supplemented." <br /> <br />Ayes: Barnes, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
