<br /> 81-155 "Consideration of a resolution urging Congressman Robert W. Daniel to seek
<br />adoption and funding by the Congress of the United States of a program of payments to local
<br />governments in lieu of property taxes on property owned by the Federal Government.
<br /> In 1981, S3% of the City's total tax base was Federal non=taxable real property. At the
<br />current real property tax rate of $1.28 per $100 valuation, an additional $22,614,074 would
<br />be added to the City's revenue if this Federal property were taxed. Congressman G. William
<br />Whitehurst is preparing a pilot bill which he plans to introduce when Congress reconvenes
<br />alteC Easter recess, to provide for payments-in-lieu of real property taxes for local govern-
<br />ments. This resolution urges Congressman Rcbert W. Daniel to support the adoption and fund-
<br />ing of such a program of payments to local governments in lieu of property taxes on property
<br />owned by the Federal Government. The City Manager recommends adoption."

<br /> "A RESOLUTION URGING REPRESENTATIVE ROBERT W. DANIEL TO SEEK ADOPTION AND
<br /> FUNDING BY THE CONGRESS OF THE UNITED STATES OF A PROGRAM OF PAYMENTS TO
<br /> LOCAL GOVERNMENTS IN LIEU OF PROPERTY TAXES ON PROPERTY OWNED BY THE FEDERAL
<br /> GOVERNMENT.
<br /> WHEREAS, local governments are often deprived of substantial revenues which would be
<br /> collectable if property owned by the Federal Government were Subject to tax as private pro-
<br />

<br /> WHEREAS, a major study completed in June, 1980, by the Advisory Commisszon on Intergovern
<br />mental Relations reported that federal immunity from local taxes violates major equity
<br />principles of public finance, and recommend a Payments in Lieu of Taxes Program based on full
<br />tax equivalency of federally owned rea] properties; and
<br /> WHEREAS, HR-8231 was introduced in the U. S. Congress to provide for payments in lieu of
<br /> real property taxes for local governmental units; and
<br /> WHEREAS, legislation based on the ACIR Report is expected to be introduced soon into the
<br /> U. S. House of Representatives; and
<br />

<br />Representative Robert W. Daniel of the Congress of the United States ls urged to seek adoption
<br />and funding by the United States Congress of a program of payments to local governments in lie
<br />of property taxes on property owned by the Federal Government.
<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward a
<br />certified copy of this resolution to Senator Harry F. Byrd, Jr. and Senator John W. Warner."

<br />Account to operate the Youth Conservation Corps.
<br />
<br /> This motion will provide the funds necessary for Portsmouth's Department of Parks and
<br />Recreation to operate the Youth Conservation Corps. The program will enhance local efforts in
<br />the areas of renovation for existing park facilities, as well as train young people in work
<br />skills. Funded through the Virginia Commission of Outdoor Recreation, the grant consists of
<br />$16,000 in State funds and the City will provide $4,600 in local in-kind match. The City Man-
<br />ager recommends adoption."
