April 28, 1981 <br /> <br /> 81-125 The following ordinance approved on first reading at the regular meeting of <br />April 14, 1981, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $110,000 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENT <br />FUND FOR REPAIRS TO CITY-OWNED WELLS." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> "Consideration of a motion to award contract to Layne-Atlantic Company. <br /> <br /> The City Manager recommends approval of this ~otion which will authorize him to execute <br />a contra~t with Layne-Atlantic Company, the original contractor. An agreement has been <br />negotiated which will minimize the down time for each of the wells. Layne-Atlantic has the <br />compatible parts and its the recommendation of the City Manager that competition was not £eas <br />ble and the negotiated price and the selection of Layne-Atlantic is mn the best interest of <br />the city." <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that authorization be granted to award <br />the contract to Layne-Atlantic Company, as requested, and was adopted by unanimous vote. <br /> <br /> 81-126 The following ordinance approved on first reading at the regular meeting of <br />April 14, 1981, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $40,000 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />OUTDOOR ATHLETIC FACILITIES." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the o~dinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 81-152 "Consideration of an 'ordinance on first reading to appropriate $98,000 from <br />the Capital Improvement Fund to purchase and renovate the property at 3515 Race Street for us, <br />as a juvenile group home by the Tidewater Regional Group Home Commission. <br /> <br /> This appropriation will provide the funds necessary to purchase the property for $68,000 <br />and to undertake $S0,000 in renovation and repairs for a juvenile group home. Assessed cur- <br />rently at $71,080, the property is being leased by the City from Mr. and Mrs. Thomas F. Riddl~ <br />and subleased to the Tidewater Group Home Commission for operation as a group home. The Com- <br />mission will continue ins use of the facility by leasing the property directly from the City <br />at a monthly rental of $850 for five years with an option to renew. In addition, the Group <br />Home Commission will pay $10,000 to the City for renovation. The balance of the cost for <br />purchase and renovation will be fundod from unallocated bond proceeds in the Capital Improve- <br />ment Fund. Based on the lease agreement, the City's $88,000 investment will be recovered <br />over a nine-year period. This action is necessary in o~der to continue the City's commitment <br />to host one of the group homes in the regional system. The City Manager recommends adoption <br />on first reading. <br /> <br /> On motion of Mr. Oast and seconded by Mrs. ~ebb, the following ordinance was approved <br />on first reading, and by 6-1(Nay-Barnes) vote: <br /> <br />"AN ORDINANCE rO APPROPRIATE $98,000 FROM THE CAPITAL IMPROVEMENT FUND TO <br />PURCHASE AND RENOVATE THE PROPERTY AT 3S1S RACE STREET FOR USE AS A JUVENILE <br />GROUP HOME BY THE TIDEWATER REGIONAL GROUP HOME COMMISSION." <br /> <br />the <br />invo.l¥ing <br /> <br />81-1S3 "Consideration of an ordinance on first reading to approprmate $400,000 from <br />Public Utility Fund for payment of settlements resulting from the resolution of litigation <br /> the operation of the Sewage Treatment Plant. <br /> <br /> This ordinance will provide the necessary funds for payment of claims, by the City <br />Attorney, in accordance with settlements authorized by the City Council. The funding for this <br />appropriation is from the retained earnings within the Public Utility Fund. The City Manager <br />recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $400,000 FROM THE PUBLIC UTILITY FUND FOR PAYMENT <br />OF SETTLEMENTS RESULTING FROM THE RESOLUTION OF LITIGATION INVOLVING THE OPERA- <br />TION OF THE SEWAGE TREATMENT PLANT." <br /> <br /> 81-1S4 "Consideration of an ordinance on first reading to appropriate $18,000 from <br />Public Utility Capital Improvements Fund for soil investigation and analyses at the Water <br />Treatment Plant in Suffolk. <br /> <br />the <br /> <br /> This appropriatmon will provide the necessary funds for soil investigation and analyses <br />related to the foundation design of the clearwei1 and pump station at the Water Treatment <br /> <br /> <br />
