April 28, 1981 <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, that authorization be granted to transfer <br /> $16,000 fr3m the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 81-157 "Consideration of a motion to transfer $112,500 from the Grants Contingency <br />Account to continue operation of the Lead Based Paint Poisoning Prevention Program. <br /> <br /> This motion will provide the funds needed to continue operation of the Lead Paint Poison- <br />ing Prevention Program administered by the Portsmouth Health Department. The project will <br />screen some 2,300 children, ages 1-5, for undue lead absorption, provide diagnosis and re- <br />ferral for medical care, determine the environmental cause of the poisoning and assist abate- <br />ment of the hazard and offer health education to parents of affected children as well as the <br />public at large. Funded by the Public Health Service, the project is supported by $110,000 <br />in Federal funds, $2,500 in local cash match, and $22 513 in local inkind. The City Manager <br />recommends adoption." ' <br /> <br /> Motion of Mr. Barnes and seconded by Mrs, Webb, that authorization be granted to .transfe] <br />$112,500 from the Grants Contingency Account as requested and was adopted by 6-1(Nay-Oast) <br />VOte. ' ~ <br /> <br /> 81-158 <br />concerning <br />speakers. <br /> <br /> Jim Hartley, <br />the approval of <br /> <br /> NEW BUSINESS <br /> <br />43 E. Pollux Circle, representing Simonsdale Civic Club, spoke <br />the bridget on first reading before considering the comments of <br /> <br />the <br /> <br /> 81-159 - Joseph E. Knight, 4820 Portsmouth <br />Club, stated Simonsdale/Westhaven citizens were <br />HUD in Washington on subsidized housing. <br /> <br />The Mayor responded. <br /> <br />Boulevard, re~presenting Simonsdale Civic <br />still waiting to hear what had developed with <br /> <br /> 81-160 John G. Wallace, 300 Deal Drive, commended the City Council for their efforts <br />to the General Assembly on the coal project; thanked Council for appointing a committee to <br />study the restoring of the Olde Seaboard Building; and requested that the plan for subsidized <br />housing in the Westhave'Simonsdale areas be renounced as reasons presented at previous <br />meetings. <br /> <br /> 81-161 Motion of Mr. Whitlow and seconded by Mrs. Webb, that the resignation of P. <br />Stockton Fle~[ ~r~e Por~ and Industrial Commission and Industrial Development Authority <br />be accepted/and appropriate resolution be presented, and was adopted by unanimous vote. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, that the resignation of P.
