<br />81-137 The following report submitted by the City Manager:

<br /> "Attached for your review, is a report on the recent request for a taxi rate
<br />as presented by Portsmouth taxi-cab drivers.
<br />
<br /> Based on the information obtained, which, considered such factors as current
<br />from neighboring cities, effects of a fare increase on ridership, and impact of a
<br />increase on tax revenue, I am submitting the following recommendations.
<br />
<br />(a) Current rates should be changed to $1.00 for the first 1/9th mile, and
<br /> 10~ for each 1/9th mile thereafter.
<br />lb) Enactment of an additional fifty cents gasoline surcharge for each trip.
<br />(c) Council should begin to explore guidelines and procedures for future taxi
<br /> rate increases, taking into account such variables as operating costs and
<br /> impact on the user population.

<br /> As you may observe, I am not recommending an increase in the charge for waiting time.
<br />I am of the opinion that the proposed $12.00 per hour charge will be disproportionately highe
<br />than charges for the same in neighboring cities. Therefore, the current rate of g9.00 per
<br />hour should remain the same.
<br />
<br /> The procedure for increasing taxi rates requires that Council amend Section 37-66 of the
<br />Code of the City of Portsmouth which pertains to taxi rates. A public hearing is not required

<br /> Raymond Morgan, 4220 Clifford Street, representing Airline Cab Service, spoke against the
<br />$1.50 drop charge, and recommended' gl.00 drop charge, 90~ per mile and $12.00 per hr. waiting
<br />time.

<br /> Motion of Mr. Barnes and seconded by Mr. Beamer, that the matter to be referred back to
<br />the City Manager for reconsideration, and was adopted hy unanimous vote.

<br /> Application has been made by Walter J. Carter, Sr., and Thelma J. Carter to close a 10'
<br />portion of Charleston Avenue. This resolution appoints viewers pursuant to State law for a
<br />report back to Council. The City Manager recommends adoption."

<br />Walter J. Carter, Sr., 1401 Watts Avenue, spoke in support of the resolution.

<br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF CHARLESTON
<br />AVENUE.
<br />
<br /> WHEREAS, Walter J. Carter, Sr. and Thelma J. Carter have made application to vacate,
<br />close and discontinue the hereinafter-described portion of Charleston Avenue, and it appearing
<br />that notice of application and request for the appointment of viewers was duly posted on the
<br />7th day of May, 1981, on the bulletin board of the Circuit Court of the City of Portsmouth, th(
<br />General District Court (Civil Division) of the City of Portsmouth and the City Hall Building oJ
<br />the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that A.
<br />N. Kendrick, Henry P. Crowe, J. R. Wilkerson, Belvin W. Blachman and Frank N. Bilisoly, be
<br />appointed viewers and that James Moss be appointed an alternate viewer in the event one of the
<br />pzeee~%ngxviewers fails to participate, said vzewers to view the hereinafter-described portion
<br />of such street and to report to this Council in writing whether in their opinion any, and if
<br />any, what inconvenience would result in vacating and closing the following:

<br /> A iO' portion or strip of Charleston Avenue which is the eastern most
<br />10' of the right-of-way of Charleston Avenue beginning on the south side of
<br />Watts Avenue (formerly Maupin Avenue) and running back between parallel lines
<br />the width of i0' in a southerly direction to the terminus of said Charlest6n
<br />Avenue, said 10' strip being contiguous to the property of Walter J. Carter,
<br />Sr. and Thelma J. Carter, husband and wife.'
