28I <br /> <br />May 26, 1981 <br /> <br /> When I asked a representative of P.R.H.A. what they intended to do with my land after the <br />took it, he stated that it would probably be sold to someone for uss as a parking area, using <br />multi-level parking ramp. I was told by another official, when I asked if I would be able to <br />buy back into this new operation, that parking ramps are known to be money losers and could <br />be operated by municipalities, who could afford to absorb the loss. Based on this, it appears <br />that a profitable business is about to be forced out in favor of an unprofitable operation witt <br />the parking customer facing higher fees and inconvenience, and the city or federal government <br />(the taxpayer) picking up the tab for multi-level parking ramp with a prohibitive first cost <br />and probable continuing operating deficit." <br /> <br /> J. Brewer Moore, 308 Bobby Jones Drive, presented exhibit representing the Portsmouth <br />subsidy housing generosity. <br /> <br /> Albert Fary, 218 London Boulevard, spoke concerning property that he owns on Court Street <br />located in the Downtown So~th area to be acquired by the PRHA, and stated that he was opposed <br />to PRHA taking over his property which he had planned to develop and requested that the Conn <br />disapprove the program. <br /> <br /> James A. Overton, Attorney, 623 Effingham Street, representing Mrs. Carrie Mason, and the <br />heirs of Ms. Rosa Mason, requesting that the shaded section (owned by Mrs. Munford and her <br />children, heirs of Ms. Rosa Mason) in Twi~ Pines to the right of 78 and the portion to the <br />to be excluded as parcels to be taken. <br /> <br /> The Planning Commission will take action on proposed development and conservation plans <br />and amendments to redevelopment projects at their regular meeting on June 2, 1981. <br /> <br /> The Portsmouth Redevelopment and Housing Authority will take action on proposed develop- <br />ment and conservation plans and amendments to redevelopment projects at their regular meeting <br />on June 2, 1981. <br /> <br /> UNFINISHED BUSINESS <br /> <br /> 81-1S2 The following ordinance deferred on s6cond reading at the regulmr meeting of <br />May 12, 1981, was taken up a~d read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $98,000 FROM THE CAPITAl IMPROVEMENT FUND TO <br />PURCHASE AND RENOVATE THE PROPERTY AT 3S1S RACE STREET FOR USE AS A JUVENILE <br />GROUP HOME BY THE TIDEWATER REGIONAL GROUP HOME COMMISSION." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Johansen <br />Nays: Barnes, Whitlow <br /> <br /> Motion of Mr. Oast and seconded by Mrs. Webb, that authorization be granted for the <br />City Manager to enter into an agreement, as requested, and was adopted by 6-1 (nay-Barnes) <br />vote. <br /> <br /> 81-170 - The following resolution deferred from the regular meeting of May 12, 1981, <br />was taken up and read: <br /> <br />"A RESOLUTION APPROVING THE FIVE YEAR CAPITAl IMPROVEMENT PLAN FOR 1981-82 <br />THROUGH 1985-86, AND A ONE YEAR CAPITAL IMPROVEMENT PROGRAM FOR 1981-82." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, the resolution to be deferred to the meetin <br />of June 9, 1981, and was adopted by unanimous vote. <br /> <br /> 81-171 The following ordinance approved on first reading at the regular meeting of <br />May 12, 1981, was taken up and read: <br /> <br />the <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,214,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE CRAWFORD PARKING GARAGE AND FOR PAYMENT TO THE PORTSMOUTH REDEVELOPMENT AND <br />HOUSING AUTHORITY FOR PUBLIC IMPROVEMENTS IN THE CRAWFORD URBAN RENEWAL PROJECT." <br /> <br />On motion of Mr. Whitlow and seconded by Mr. Barnes, the ordinance was adopted, and by <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-171(a) The following ordinance approved on first reading at the regular meeting of <br />May 12, 1981, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $879,S43 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />CONSTRUCTION OF AN ADDITIONAL PARKING LEVEL ON THE HARBOR STREET PARKING GARAGE." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
