<br />"A RESCLUTION APPOINTING VIEWERS
<br />CAROLINA AVENUE, PINNERS AVENUE,
<br />AND SEABOARD AVENUE.
<br />
<br />FCR THE CLOSING OF THE FOLLOWING STREETS:
<br />SPENCER STREET, SERPELL STREET, PAGE STREET
<br />
<br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue
<br /> the hereinafter described portions of certain streets, and it appearing that notice of appli-
<br /> cation and request for the appointment of viewers was duly posted on May 6, 1981, on the
<br /> bulletin board of the Circuit Court of the City of Portsmouth, the General District Court
<br /> (Civil Division.) of the City of Portsmouth and the City Hall Building of the City of Portsmou~
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />A.N. Kendrick, Charles R. Hudgins, Robert Reed, Harrison Miller and R. Irvine Smith be appoinl
<br />viewers and that C.E. Ellis be appointed an alternate viewer in the event one of the precedin
<br />viewers fails to participate, said viewers to view the hereznafter described portions of su
<br />streets and to report to this Council in wrmting whether mn their opinion any, and if any
<br />what, inconvenzence would result in vacating and closing the following:

<br /> (I) Carolina Avenue-~rom the east rig~t=o~way~=_line of Hill Avenue east to the
<br /> west right~ofw~ey line Spencer Avenue.

<br /> ~)~.Rie~ers Avenue-F~6~ the east right-of-way line of Hill Avenue east to the
<br /> west right-of-way line of Spencer Avenue.
<br />
<br /> (31 Spencer StreetFF~omthe south right-of-way of Seaboard Avenue south for
<br /> approximately 620 feet to its end near the Midtown Tunnel Expressway.
<br />
<br /> (4) Serpell Street-From.~he south,:right-of,way line of Seaboard Avenue south
<br /> to the north right-of~way line of Carolina Avenue.
<br />
<br /> (S) Page Street-From~the south right-of-wa) line of Seaboard Avenue south for
<br /> approximately 760 feet to mrs terminas near the Midtown Tunnel Expressway.

<br /> (6) Seaboard Avenue-From the e~st ~ght-o~-way l~ne of Hmll Avenue east to a
<br /> point approximately 610 feet more or ~ess west of the west side of Spencer
<br /> Street."

<br /> 81-188 "Consideration of a motion to transfer $16,486 from the Grants Contingency Fund
<br />to continue funding of the Anti-Litter Program for the City of Portsmouth.
<br />
<br /> This transfer will provide the funds nesessary to continue the activities of the anti-
<br />litter campaign being conducted by the Clean ommunzty Commission. The objectives are to
<br /> C '
<br />achieve neighborhood cleanliness and neighborhood pride, while changing the public attitude
<br />towards litter. The City Manager recommends adoption."

<br />and seconded by Mr. Barnes, that authorization be granted to transfer
<br />Contingenc) Fund, as requested, and was adopted by unanimous vote.

<br /> 81-189 - Motion of Mrs. Webb and seconded by Mr. Gray, that
<br />in support of the Public Health Service Hospital in Norfolk, and
<br />vote.

<br /> 81-190 - Gary L. O'Dell, 2020 Greenwood Driye, representing Portsmouth Firefighters,
<br />spoke concerning the reduction of firefighters. (See Exhibit 81-190)
<br />
<br /> Raymond S. Via, 3718 Moody Avenue, Richmond, Virginia, representing Va. State Association
<br />of Professional Firefighters, spoke in support o~ the study as requested by the Portsmouth
<br />Firefighters.
<br />
<br /> Ray Hemmert, Vice President, International ~ssociation of Firefighters, Washington. D.
<br />spoke agaznst the reduction of apparatus and fir~fighters which can result in more injuries C.
<br />to the firefighters and premium pay to firefighters brought in'also the reduction could increa~
<br />the fire insurance. ,

<br /> Cody D. Davis, 2742 Barclay Avenue, spoke against the closing of an)- fire stations.
<br />
<br /> 81-191 - John Wallace, 300 Deal Avenue, spoke on various subjects referring to the
<br />preservation of the Old Seaboard Building, retaining teachers capable of teaching
<br />subsidized housing and firefighters.
<br />
<br /> 81-192 Mrs. Gladys Anderson, 4703 County Street, representing Midcity Civic
<br />spoke concernzng subsidized housing in Westhaven.
<br />
