2!3-I <br /> <br />June 9, 1981 <br /> <br />2) are being amended; and <br /> <br /> WHEREAS, Amendment No. 3 proposes to delete a proposed land use; and <br /> <br /> WHEREAS, said Amendment No. 3 has been carefully reviewed and said Redevelopment Plan <br />conforms to the general plan for development of the City of Portsmouth as a whole; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this Amendment <br />is in the best interest of the City's renewal effort; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions <br />the Housing and Community Development Act of 1974, as amended, including those prohibiting <br />discrimination because of race, age, color, creed, sex or national origin; and <br /> <br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its in- <br />habitants that the said Amendment be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia; <br /> <br /> 1. That Amendment No. 3 to the Conservation and Redevelopment Plan for the Effingham <br />Project, having been duly reviewed and considered, it is hereby found: <br /> <br /> (a) That the objectives of the Effingham Project, Portsmouth, Virginia, can be better <br />achieved by the adoption of said Amendment. <br /> <br /> (b) That Amendment No. 3 for the project area conforms to <br />of Portsmouth as a whole and continues to meet the requirements as <br />Project under Title 36 of the Code of Virginia, 1950, as amended. <br /> <br />the general plan for the <br />a Conservation and <br /> <br /> 2. rhat Amendment No. 3 to the Effingham Conservation and Redevelopment Plan for the <br />Effingham Project, having been duly reviewed and considered, is hereby approved and the City <br />Clerk is hereby directed to file a copy of said Amendment with the minutes of this meeting." <br /> <br /> Ayes: Beamer, Gray, Oast, Webb, Whitlow, <br /> ......
