<br /> 81-189 On motion of Mrs. Webb and seconded by Mr. Oast, the following resolution was
<br />adopted, and by ~he following vote:

<br />"A RESOLUTION CONCERNING THE CLOSING OF THE UNITED STATES PUBLIC HEALTH SERVICE
<br />HOSPITALS AND CLINICS.
<br />
<br /> :-~W~EREAS;-.the present Federal Administration has proposed budget cuts which will force the
<br />closing of the one hundred sixteen bed Public Health Service Hospital in Norfolk, Virginia
<br />and se~en other such hospitals and twenty-seven outpatient clinics around the country; and
<br />
<br /> WHEREAS, the Public Health Service Hospital located in Norfolk, in addition to serving
<br />sick and disabled seamen, also serves the needs of citizens of the entire Tidewater Area,
<br />including residents of the City of Portsmouth such as statutory Federal beneficiaries includin
<br />Am srican Seamen, Public Health Service Officers, Coast Guard and National Oceanic and Atmo-
<br />spheric Administration personnel and other Federal beneficiaries such as active duty and
<br />retired personnel from the Departmen~ of Defense and Federal Employee's Compensation and their
<br />dependants; and
<br />
<br /> WHEREAS, the Hospital operates several special programs and serves as the educational sit
<br />for medical students, medical residents, physical therapy students, social service students,
<br />nursing students, dental hygiene students, dental assistant students, dental general practice
<br />residents, hospital administrative interns, pharmacy students, and in addition, many of the
<br />hospital staff fill teaching positions at Eastern Virginia Medical School and elsewhere; and
<br />
<br /> WHEREAS, the Hospital is a valuable, dependable and largely indispensable resource in the
<br />overall medical care community for the Tidewater Area, especially for the Merchant Seamen and
<br />other Federal beneficiaries who receive care there, and large population of Department of
<br />Defense beneficiaries who rely heavi~yon the Hospital and its programs to provide necessary
<br />services that the Naval Regional Medical Center, because of its workload, cannot handle; and
<br />
<br /> WHEREAS, because of all of the above reasons, the closing of the Hospital shculd be of
<br />concern to all of those who care about quality health care for our citizens.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that
<br />this Council does hereby urge the Federal Administration.to reconsider its proposed budget cut
<br />which will force the closing of the Hospital, and that it hereby urges the Congress to take
<br />necessary steps to assure proper funding for the continuation of the Hospital.
<br />
<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward
<br />copy of this Resolut'ion to President Ronald W. Reagan, Senator Harry F. Byrd, Jr., Senator
<br />W. Warner and Representative Robert W. Daniel, Jr."

<br />Petition of Mrs. Hilda Jackson, Owner, to operate
<br />a child day care center, deferred from~the Public
<br />Hearing ~eeting of April 13, 1981.
<br />
<br />Following repor~ submitted by the City Manager:
<br />
<br /> "As you will recall UP-81-2 and two definitions of home care facilities were deferred
<br />at your April 13, 1981 Public Hearing until a report from the City Manager could be obtained
<br />concerning current zoning practices as they relate to day care facilities for children. The
<br />attached report fully explains~the current regulatory process, shortcomings, and recommends
<br />certain changes which will improve control and enforcement.
<br />
<br /> As you are aware, this problem wasstudied at length by the Planning Commission and with
<br />only one minor adjustment their previous recommendation is being recommended by this office.
<br />The City Attorney has prepared the attached addition to the City Code.
<br />
<br /> In view of the aforementioned, I think it is appropriate to reconsider UP-81-2. As you
<br />will recall this application is on behalf of an existing operator who wishes to increase her
<br />permitted caFacity to twenty. It is my understanding that the Planning Commission voted un-
<br />animously to recommend this application after personally viewing the site in quesnion and
<br />hearing no objections from surrounding neighbors."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Gray, UP-81-2 was approved on first reading,
<br />and by unanimous vote'.
