<br />Resolution approving Amendment No. 1 to the Southside IV Redevelopment Plan
<br />for the Southside [V Redevelopment Project was presented.
<br />
<br /> M. William Dorow, Jr., 3418 County Street, representing FEW, Inc., spoke concerning lack
<br />of information on the resolution when requested.
<br />
<br /> John Hardy, 4644 River Shore Road, representing J. H. Hardy, Inc., requested that he be
<br />allowed to continue operation of his parking lot and suggested that PRHA buy areas not present
<br />ly be used for parking.
<br />
<br />Mabel Raymer, 1008 4th Street, spoke against PRHA condemning propert) in Southside.

<br /> Motion of Mr. Oast and seconded by Mrs. Webb, to approve the amendment, was defeated by

<br /> Motion of Mr. Beamer and seconded by Mr. Oast, that the matter be deferred to the next
<br />meeting for reconsideration, and was adopted by unanimous vote.

<br /> 81-184 - On motion of Mr~ Oast and seconded by Mrs. Webb, the following resolution was
<br />adopted, and by the following vote:
<br />
<br />(e) "A RESOLUTION APPROVING AMENDMENT NO. 12 TO THE CRAWFORD REDEVELOPMENT PLAN
<br /> FOR THE CRAWFORD URBAN RENEWAL PROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted August 1, 1967, approved a Redevelopment Plat
<br />for the Crawford Urban Renewal Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval, a copy of
<br />an amended Redevelopment Plan for the project area, dated June, 1981, which plan consists of
<br />pages and 3 exhibits; and
<br />
<br />WHEREAS, Amendment No. 12 proposes to add certain property to the project area; and
<br />
<br /> WHEREAS, said Amendment No. 12 has been carefully reviewed and said Redevelopment Plan
<br />conforms to the Comprehensive Plan for the City of Portsmouth, adopted June, 1980, and which
<br />serves as a general guide for development of the City of Portsmouth as a whole; and
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this Amendment
<br />is in the best interest of the City's renewal effort; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions o
<br />the Housing and Community Development Act of 1974, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its in-
<br />habitants that the said Amendmen~ be approved.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 12 to the Redevelopment Plan for the Crawford Urban Renewal Project
<br />having been duly reviewed and considered, it is hereby found:
<br />
<br /> (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virginia,
<br />can be better achieved by the adoption of said Amendment.
<br />
<br /> (b) That Amendment No. 12 to the Crawford Redevelopment Plan conforms to the general
<br />plan for the City of Portsmouth as a whole and continues to meet the requirements as a Re-
<br />development Project set forth under Title 36 of the Code of Virginia, 19S0, as amended.
<br />
<br /> 2. That Amendment No. 12 to the Crawford Redevelopment Plan for the Crawford Urban Renewa
<br />Project, having been duly reviewed and considered, is hereby approved and the City Clerk is
<br />hereby directed to file a copy of said Amendment with the minutes of this meeting.
<br />

<br /> REDEVELOPMENT PLAN FOR THE EFFINGHAM PROJECT.

<br /> WHEREAS, this Council by resolution adopted March 12, 1973, approved a Conservation and
<br />Redevelopment Plan for the Bffingham Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval, a copy of
<br />an amended Conservation and Redevelopment Plan for the project area, dated June, 1981, which
<br />plan consists of 21 pages and 3 exhibits of which only the Plan and Land Use Map (Exhibit No.
<br />
