<br />driving under the inf uence of alcohol· The education and counseling programs were begun
<br />as alternatives to a fine and loss of license. When the program began it included only the
<br />jurisdictions of Portsmouth and Suffolk· During the past four years it has expanded to
<br />include Chesapeake, Franklin, Isle of Wight, Southampton and Smithfield. The ASAP p~ogram
<br />is supported by fees paid by participants with each particiBant~,paying.a fee of $200. The
<br />City o~ P0.rtsmo~th-is not required ~o make any cas~ contributions to t~e ~r~ort of t~e
