30;2 <br /> <br />June 23, 1981 <br /> <br /> 81-218 "Consideration of an ordinance on first reading to appropriate $690,500 <br />from the Capital Improvements Fund for the construction of necessary storm drainage improve- <br />ments to the area north of London Boulevard and west of Harbor Drive. <br /> This appropriation provides the necessary funds to commence construction 6f the EPA/City <br />funded drainage project in the vicinity of Harbor Drive. This project will enable the City <br />to m~rket valuable industrial property west of Harbor Drive more effectively. The City Manag~ <br />recommends adoption on first reading. <br /> <br /> Consideration of a motion to award bids to the lowest responsible bidders." <br /> On motion of Mr. Whitlow and seconded by Mr. Beamer, the following ordinance was <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $690,500 FROM ~HE CAPITAL IMPROVEMENT FUND FOR <br /> STORM DRAINAGE IMPROVEM]~NTS TO THE AREA NORTH OF LONDON BOULEVARD AND WEST <br /> OF HARBOR DRIVE TO ALLOW FOR INDUSTRIAL DEVELOPMEN? OF CITY OWNED PROPERTY." <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that"the bid be awarded to Floyd B. Smith <br /> Contracting, Inc., being the lowest responsible bidder, for construction; bid be awarded to <br /> Empire Sales, Inc., being lowest responsible bidder, for concrete pipe, and was adopted by <br /> unanimous vote. <br /> <br /> 81-219 "Consideration of a resolution directing the City Manager and the City Attorney <br /> to meet with officials of the Department of Housing and Urban Development and to review and <br /> implement alternate means of providing low and mod~erate income housing in the City of Ports- <br /> mouth in accordance with the requirements of the 1974 Housing and Community Development Act, <br /> as amended. <br /> The Department of Housmng and Urban Development h~s completed a re-review of the Communit <br /> Development Program and related housing problems in Portsmouth. The review encourages the <br /> City to seek other means of providing low income housing. To that end this resolution <br /> directs the City Manager and the City Attorney to meet with officials of HUD to develop and <br /> implement alternate plans. The City bIanager recommends adoption.'~' <br /> * See speaker on next page - <br /> On mction of Mrs. Webb and seconded by Mr. Beamer, the following resolution was ado.pted, <br /> and by the following vote: <br /> <br /> "A RESOLUTION DIRECTING THE CITY MANAGER AND THE CITY ATTORNEY TO MEET WITH <br /> OFFICIALS OF THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND TO REVIEW <br /> AND DEVELOP ALTERNATE MEANS OF PROVIDING LOW AND MODERATE INCOME HOUSING IN <br /> tHE CITY OF PORTSMOUTH IN ACCORDANCE WITH THE REQUIREMENTS OF THE 1974 HOUSING <br /> AND COMMUNITY DEVELOPMENT ACT, AS AMENDED. <br /> <br /> WHEREAS, the Department of Housing and Urban Development (HUD) imposed conditions upon <br />the approval of the City of Portsmouth's 1981 Community Development Program; and <br /> WHEREAS, the City and HUD has entered into a contract requiring the substantial rehabili- <br />tation of eighty-eight (88) units of family housing under the Section 8 Program located in <br />area or areas outside low income and minority concentration within the corporate limits of <br />the City; and <br /> <br /> WHEREAS, the method proposed to provide subsidized housing for persons of low and moderat <br />income has caused considerable controversy within the City of Portsmouth resulting in litiga- <br />tion between the City of Portsmouth, PRHA and citizen groups from this City; and <br /> WHEREAS, by Resolution of the Council of the City of Portsmouth adopted April 14, 1981, <br />the City Manager and the City Attorney were directed to meet with officials of the Department <br />of Housing and Urban Development regarding the requirements of said Department for the pro- <br />vision of low and moderate income housing in order to insure that the programs implemented <br />do not advexsely affect the stability of individual neighborhoods or the City as a whole; <br />and <br /> <br /> WHEREAS, the Department of Housing And Urban Development has completed a re-review of th~ <br />Community Development Block Grant Program and related housing problems in Portsmouth and re- <br />quested that the City seek other means for providing low income housing in non-impacted <br />areas of the City, including public housing 'new construction, acquisition with or without <br />rehabilitation), Section 8 (new construction, moderate rehabilitation or existing) or the <br />acquisition of housing in the private market to be rented to low income families; and <br /> WHEREAS, this Council recognizes that programs to provide housing assistance for persons <br /> of low and moderate income in the City must be developed without adversely affecting the stab! <br /> lity-~of individual neighborhoods or th~ City as a whole. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Manager and the City Attorney are directed <br />meet with officials of the Department of Housing and Urban Development and to immediately <br />review and develop alternative strategies and plans to <br />provide housing assistance for persons of low and moderate income in the City, which alter- <br />natives shallli~elude the use of the Section 8 Existing Housing Assistance Payment Program <br />and that the Portsmouth Redevelopment and Housing Authority is requested to provide such <br />assistance to the City Manager and the City Attorney in these matters to the extent deemed <br />appropriate." <br /> <br /> Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> <br />
