June 23, 1981 <br /> <br /> 81-223 James Jenkins, 3103 Brighton Street, spoke on behalf of the Portsmouth Senior <br />Citizens Club, Trinity Church, regarding the termination of the services of three ladies who <br /> <br />work with the Center part-time through the Parks <br />that the matter had been brought before th Parks <br />any communication from the Commission, and asked <br />of losing the three part-time employees. <br /> <br />The City Manager was requested to look into <br /> <br />and Recreation Department. Knight, 4820 Portsmouth Boulevard, asked that PRHA specify what plans <br />are being made, so the citizens would be aware. <br /> <br /> 81-225 - Jim Hartley, 43 E. Pollux Circle, representing Simonsdale Civic Club, spoke <br />against the citizens n~t-~e~ng"~con~u~ed.~nc~r~ing'~the'~government of the city and asked that <br />the citizens be advised of the different plans in the developing stage; that the City Manager <br />and City Attorney be instructed in their proposal to HUD ~o place the possibill~s before them <br />of putting any plan that might come out of negotiation (old or new) before the citizens in a <br />referendum before adopted. <br /> <br /> 81-226 F.J. Carlo, 4615 County Street, representing Midcity Central Civic League, <br />requested that PRHA be directed to drop the appeal and the citizens of Simonsdale/Westhaven <br />be able to retain their $5,000 Bond; to approach the Federal government for payment on the <br />old coal complex (West Norfolk) in lieu of taxes; and that the old bridge betw'een King Street <br />and City Park be replaced. <br /> <br /> 81-227 James E. Bridgeford, 1220 W. Jamal Lane, representing United Civic League, <br />submitted the following recommendations for fair housing strategy in the City of Portsmouth: <br /> <br /> After the <br />the following: <br /> <br />1. A Fair Housing Commission/Board should be established. The commission would <br /> be made up of citizens from various communities in Portsmouth. These citizens <br /> should be representative of all classes of citizens. (low, moderate and middle class <br /> There has to be equal cross section representation. Appointment to the Commission/ <br /> Board should be through community recommendations. <br />2. Establishing a position for a Fair Housing Administrator. This person should be <br /> thoroughly familiar with the Federal and State Fair Housing Regulations. The in- <br /> dividual should also be able to work with all of the population. (grass root back- <br /> ground) His/her appointment should be by the Fiir Housing Commission and the Citizen <br /> Advisory Committee. <br /> above has been accomplished the final step would have to be taken to develop <br /> <br />Establish a strong Fair Housing Ordinance. Local citizen participation should be <br />strongly considered. Cities that have strong Fair Housing Crdinances should be <br />utilized. Information on such cities are available upon request. <br /> <br /> Mr. Bridgeford spoke concerning the drainage ditches <br />very tall and r~ats were becoming a problem. Gravatt. <br /> <br />SEVAMP Planning Advisory Council <br /> <br />Simon Arrington and Carl Johnson. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, to close nominations, and there being no <br />further nominations, the above members to be elected to the designated Board/Commission, and <br />was adopted by unanimous vote. <br /> <br /> Mrs. Webb offered the following nominations for appointment to the School Board, for a <br />three year term, beginning July 1, 1981: <br /> <br /> R. Franklin Hawkins, Jr., replacing James L. Williams; Bishop Thomas Talley to replace <br />Charles B. Whitehurst; Kathryn~T~. Grava~t to replace Nicholas J. Brown. <br /> <br />Mr. Barnes placed in nomination for reappointment to the School Board, N. J. Brown. <br /> <br />Motion of Mr. Whitlow and seconded by Mr. Beamer, nominations were closed. <br /> <br />Mr. Barnes voted for Nicholas J. Brown. <br /> <br />The following voted for Kathryn %. Gravatt: <br /> <br /> Beamer, Gray, Webb, Whitlow, Johansen <br /> on the School Board <br />Mrs. Gravatt was elected to served/for a term of three years, expiring July 1, 1984. <br /> <br /> Vote being taken Mr. Hawkins and Bishop Talley were elected to the School Board for <br />a term of three years, expiring July 1, 1984~ by unanimous vote. <br /> <br />d <br />ed <br /> <br /> <br />
