300' <br /> <br />June 23, 1981 <br /> <br /> WHEREAS, said Amendment No. 1 has <br />conforms to Comprehensive Plan for the <br />as a guide for development of the City <br /> <br /> WHEREAS, Portsmouth Redevelopment <br />is in the best interest of the City's <br /> <br />been carefully reviewed and said Redevelopment Plan <br />City of Portsmouth, adopted June, 1980, which is used <br />of Portsmouth as a whole; and <br /> <br />and Housing Authority has resolved that this Amendment <br />renewal effort; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are <br />of the Housing and Community Development Act of 1974, as amended, <br />discrimination because of race, age, color, creed, sex or national <br /> <br />imposed by the provisions <br />including those prohibiting <br />origin; and <br /> <br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its in- <br />habitants that the said Amendment be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Amendment No. 1 to the Redevelopment Plan for the Soutkside IV Redevelopment <br />Project, having been duly reviewed and considered, it is hereby fcund: <br /> <br /> (a) That the objectives of the Southside IV Redevelopment Project, Portsmouth, <br />Virginia, can be better achieved by the adoption of said Amendment. <br /> <br /> (b] That Amendment No. 1 for the project area conforms to the Comprehensive Plan <br />for the City of Portsmouth as a whole and continues to meet the requirements as a Redevelopme <br />Project under Title 36 of the Code of Virginia, 1950, as amended. <br /> <br /> 2. That Amendment No. 1 to the SouZhside IV Redevelopment Plan for the Southside IV <br />Redevelopment Project, having been duly reviewed and considered, is hereby approved and the <br />City Clerk is hereby directed to file a copy of said Amendment with the minutes of this <br />meeting." <br /> <br /> Ayes: Barnes Beamer, Gray, Webb, Whitlow, Johansen <br /> Nays: None <br /> (Copy of the Amendment on file in the City Clerk's Office) <br /> Motion of Mr. Barnes and seconded by Mr. Beamer, ~eq~esting tKe,Hausing Authority <br />tO work with Mr. Hardy in anyway possible to lease back the land pertaining to parking <br />facility until such time is needed for industrial development, and was adopted by unanimous <br />vote. <br /> <br /> 81-117(a) Motion of Mr. Beamer and seconded by Mr. Gray, UP 81-2~approved on first <br />reading at the regular meeting of June 9, 1981, to adopt. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to amend UP 81-2, deleting Section (3), <br />paragraph (b) "and that the owner/operator obtain a curbside loading zone for street frontage <br />immediately in front of the residence.", and was adopted by unanimous vote. <br /> <br />On motion the following resolution was adopted, as amended, and by the following vote: <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO HILDA JACKSON TO OPERATE A CHILDZDAY <br />CARE CENTER AT 361 CARVER CIRCLE. <br /> <br /> WHEREAS, Hilda Jackson made <br />the City of Portsmouth, Virginia, <br />described; and <br /> <br />an application pursuant to ~40-75(b) of the Code of <br /> 1973, for the granting of a use permit as hereinafter <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required to be <br />done in connection with said application; and <br /> <br />WHEREAS, the Planning Commission has recommended the granting of said use permit. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />(1) That the use for which the use permit hereinafter is sought: <br /> <br /> (a) Will not adversely affect the health and safety of persons residing <br />or working in the neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use or injurious to the property or <br />~mprovements in the neighborhood; and <br /> <br /> (c) Will be in accord with the purposes of the Zoning Chapter of the City Code. <br /> <br /> (2) That Hilda Jackson is hereby granted a use permit pursuant to S40-75(b) Of <br />the City Code to operate a day care center at the property described as follows: <br /> <br />UP-81-2 <br /> <br /> Petition of Mrs. Hilda Jackson, owner, for a use permi~ to operate a <br />child day care center on land zoned ~esidential R-7S, located at 361 Carver <br />Circle, and described as follows: <br /> <br /> <br />
