309 <br /> <br />July 14~ 19gi <br /> <br /> The following reports submitted by the City Manager: <br /> <br /> 81-238 "Consideration of an ordinance on first <br />Capital Improvements Fund for the bulkhead'extension <br /> <br />reading to appropriate $300,139 from <br />adjacent to the Holiday Inn. <br /> <br />the <br /> <br /> This ordinanze will provide the necessary funds for completion of the bulkhead project <br />started in 1969. This phase of the extension will be north of the High Rise site to the <br />northeast corner of the Holiday Inn property. Completion is scheduled to coincide with the <br />Holiday Inn open~ng. The City Manager recommends adoption on first reading. <br /> <br /> Consideration of a motion awarding bid to the lowest responsible bidder.' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $300,139 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />COMPLETION OE PHASE III OF THE WATERFRONT BULKHEAD EXTENSION PROJECT ADJACENT <br />TO THE HOLIDAY INN." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, that the bid be awarded to W. F. Magann <br />Corporation, being the lowest responsibl~ bidder, and was adopted by unanimous vote. <br /> <br /> 81-239 - "Consideration of an ordinance on first reading to appropriate $23,000 from <br />the Capital Improvements Fund fo~ engineering, design, soil borings and surveying work <br />required for development of a primary sewage pumping station and sewer lines to service the <br />Crawford Harbor Waterfront area. <br /> <br /> The'City, in its 1981-86 Capital Improvements Plan, has authorized a total expenditure <br />of $700,000 to provide a primary sewage pumping station and sewer lines to service the <br />Crawford Harbor Waterfront area. The project is necessitated by the present and future <br />development of that area. It is necessary to implement, at this time, the necessary engineer- <br />ing design, soil borings, surveying and drafting. This will permit advertising ~n early 1982 <br />for completion with the ongoing Crawford Harbor improvements. It is requested that $25,000 <br />be appropriated at this time to accomplish the above design and related work on the facility. <br />The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the <br />on first reading, and by unanimous vote: <br /> <br />"AN'ORDinaNCE TO APPROPRIATE $25,000 FRO~I THE CAPITAl <br />ENGINEERING DESIGN, SOIL BORINGS, SURVEYING AND DRAFTING <br />HARBOR WATERFRONT SEWAGE PROJECT." <br /> <br />following ordinance was approved <br /> <br /> IMPROVEMENT FUND FOR FOR THE CRAWFORD <br /> <br /> 81-240 "Consideration of an ordinance to amend <br />Virginia, 1973, by amending Section 9-69 thereof so as <br />No. 5. <br /> <br />the Code of the City of Portsmouth, <br /> to change the voting place for Precinct <br /> <br /> The Electoral Board of the City of Portsmouth has requested that the Council take action <br />by'amending the Code of the City of Portsmouth to change the voting place for Precinct No. S <br />from the Robert E. Lee Elementary School at Duke Street and Camden Avenue ~o the Wesley <br />Community Center at 1701 Elm Avenue. This change is due to the demolition of the Robert E. Le <br />Elementary School. The City Manager recommends adoption." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN'ORDINANCE ~O AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 9-69 THEREDF SO AS TO CHANGE THE VOTING PLACE FOR <br />PRECINCT NO. S." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />81-241 "Consideration of an ordinance to close a port~on of Charleston Avenue. <br /> <br /> Walter J. Carter, Sr., and Thelma Carter have made application to close a portion of <br />Charlest6n Avenue.
