336 <br /> <br /> 81-'298 "Consideration of an ordinance on first reading to appropriate S146,000 from th <br />Capital Improvements Fund for draingae improvements to Cedar Lane and High Street West. <br /> <br /> The 1981-86 Capital Improvements Program authorized an appropriation of $175,000 in FY <br />]981-82 to ~mprove the drainage to the intersection of High Street West and Cedar Lane. The <br />drainage improvements are necessary to permit the scheduled street improvements to the inter- <br />section in FY 1982-83. The total apFropriation required for the storm drainage is $146,000; <br />and covers the cost of engineering, inspection, contingencies, and construction operations <br />including utility charges. The City ~anager recommends adoption on first reading. <br /> <br /> On motion of ~lr. Gray and seconded.by ~.~rs. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />'AN ORDINANCE TO APPROPRIATE $25,000 FROM THE CAPITAL IMPROVEMENT FUND FOR' <br />ENGIneERING SURVEY AND DESIGN FOR IMPROVEMENTS TO THE INTERSECTION OF CHURCH- <br />LAND BOULEVARD~ WEST NORFOLK ROAD, AND TYRE NECK ROAD." <br /> <br /> 81-300 "Consideration of an ordinance on first reading to appropriate $Z~,000 from <br />the Capital Improvements Fund for engineering survey and design work associated with the <br />reconstruction of Greenwood Drive from Victory Boulevard to Rotunda Street. <br /> <br /> This ordinance provides the necessary funds for engineering survey and design work as- <br />sociated with the reconstruction of Greenwood Drive from Victory Boulevard to Rotunda Street <br />as part of the 1981-85 Capital Improvements Program. This portion of Greenwood Drive is <br />rapidly deteriorating due to heavy truck traffic overloading the capacity of the street. The <br />reconstruction will provide the necessary load capacity to accommodate the existing and pro- <br />jected traffic load and will m~nlm~ze the expenditure of maintenance costs. The City Manager <br />recommends adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE £20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />COMPLETION OF %~EENGINEERING SURVEY AND DESIGN WORK FOR THE RECONSTRUCTION <br />OF GREENWOOD DRIVE FROM VICTORY BOULEVARD TO ROTUNDA STREET." <br /> <br /> 81-301 "Consideration of an ordinance on first reading to appropriate $~,000 from the <br />Capital Improvements Fund for survey work and for preparation of individual dispersal plats <br />necessary for disposiBg of portions of~'~the Seaboard Coast Line Railroad right-of-way. <br /> <br /> Portsmouth Redevelopment and Housing Authority on behalf of the City is in the process o~ <br />selling those properties acquired from the Seaboard Coast Line Railroad as their right-of-way. <br />The sale of the property requires an extensive survey and ~he preparation of numerous dis- <br />position plats. This appropriation will provide the funds necessary to complete these <br />operations. The survey cost will be recovered from the buyers of said right-of-way on a pro <br />rata basis. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance Was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $25,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />SURVEY WORK NECESSARY FOR THE SALE OF A PORTION OF THE SEABOARD COAST LINE <br />RAILROAD RIGHT-OF-WAY." <br /> <br /> 81-302 - "Consideration of a motion authorizing the Commissioner of Revenue and the City <br />Treasurer to abate and refund $8,755.60 in 1981 Business Personal Property Taxes. <br /> <br /> This motion authorizes the refund of $8,667.20 to Mid,Atlantic Coca Cola Bottling Co., <br />Inc., $49.60 to C.I.T. Leasing and $38.80 to Mesure Graph Co., for 1981 Business Personal <br />Property assessed and paid in error. The City Manager recommends adoption." <br /> <br /> Motion:of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to refund <br />$ 8,755.60 in 1981 Business Personal Property Taxes, as requested; and was adopted by unani- <br />mous ~ote. <br /> <br /> <br />
