,335 August 11~ 1981 At a regular meeting of the City Council held on August 11, 1981, there were present: J. E. Johansen, Jack P. Barnes, Ben A. Beamer, ~r.. J. Robert Gray, Gloria O. Webb, G. Robert House, Jr., City Manager~ Steven Lieberman, City Attorney. Absent: Edward L. Oast, Jr., Morton V. Whitlow Rev. C. C. Jenkins, Pastor, First Baptist Church, opened the meeting followed by the Pledge of Allegiance to the Flag. Mayor Johansen welcomed all visitors in attendance. with prayer, Motion of Mr. Beamer and seconded by Mr. Barnes, minutes of the called meeting of July 28 1981; and minutes of the regular meeting of July 28, 1981, to be approved as received, and was adopted by unanimous vo~e. 81-294'- Public Hearing on proposed ordinance providing for the joinder of Sussex County as a member of the Southeastern Public Service Authority of Virginia was held. ~ No one spoke. - UNFINISHED BUSINESS 81-270 The following ordinance approved on first reading at the regular meeting of July 28, 1981, was taken up and read: "AN ORDINANCE TO APPROPRIATE $1,500,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF EQUIPMENT AND ENGINEERING SERVICES FOR THE REHABILITATION OF THE WATER TREATMENT PLANT IN SUFFOLK." On motion of Mr. Beamer and seconded by Mrs. Webb, the ordinance was adopted, and by the following vote: Ayes: Barnes, Beamer, Gray, Webb, Johansen Nays: None 81-271 - The following ordinance approved on first reading at the regular meeting of July 28, 1981, was taken up and read: "AN ORDINANCE TO APPROPRIATE q50,000 FROM THE CAPITAl IMPROVEMEN% FUND FOR ENGINEERING AND RELATED SERVICES RELATED TO REPLACEMENT OF THE EXISTING HEATING, VENTILATION AND AIRCONDITIONING AT WILLET7 AUDITORIUM." On motion of Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted, and by the following vote: Ayes: Barnes, Beamer, Gray, Webb, Johansen Nays: None The following reports submitted by the City Manager: 81-296 - "Consideration of an ordinance on first rCa~d{ng to appropriate $~}4,00~ from the CaPital Improvements Fund for drainage improvements in the Mid-City area and street improv merits in Westhaven Park. ~he City has advertised and received bids to install storm drainage improvement~ to com- plete portions of both Drainage Improvement Priority.#5, drainage improvements to th~ Mid-City area; and Street Improvement Priority #S, street improvements to Westhaven Park. Du~ to the concUrrent scheduling of the next phase of each project and their close proximity, t~ese phase were combined into a single project. Funding for these projects were approved in a ~revious Capital Improvements Program. The City Manager recommends adoption on first reading.l,, On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was aplproved on first reading, an.d by unanimous vote: "AN ORDINANCE TO APPROPRIATE $614,000 FROM THE CAPITAL IMPROVEMENT FUND FOR DRAINAGE IMPROVEMENTS IN THE MID-CITY AREA (D-5) AND STREET IMPROVEMENTS IN WESTHAVEN PARK (S-5)." 81-297 - "Consideration of an ordinance on first reading to appropriate $550,000i from th( Capital Improvements Fund for equipment replacement. I This appropriation authorizes the utilization of $580,000 in General Revenue Sha~ing Fun( to fund equipment replacements in accordance!with the Annual Budget. A detailed listing of the equipment replacements is attached fo~ your information. The City Manager recommends adoption on first reading." ~ . On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was approved on first reading, and by unanimous vote: ~ "AN ORDINANCE TO APPROPRIATE $550,000 F~OM THE CAPITAL IMPROVEMENT FUND FOR EQUIPMENT REPLACEMENT."
