359 <br /> <br />September 29, 1981 <br /> <br />"A RESOLUTION REQUESTING THAT THE CITIES OF TIDEWATER ADOPT RECIPROCAl <br />ORDINANCES TO ALLOW TAXICABS LICENSED IN ANOTHER CITY TO PICK UP PASSENGERS <br />FOR RETURN TRIPS. <br /> <br /> WHEREAS, the Tidewater Transportation District Commission has <br />cities of Tidewater permit properly licensed cabs from other cities <br />for return trips; and <br /> <br />recommended that the <br />to pick up passengers <br /> <br /> WHEREAS, the City of Virginia Beach, Virginia, has recently adopted such ordinance <br />and requested other Tidewater cities to adopt a similar reciprocal ordinance; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has on this date adopted an ordinance <br />amending the Code of the City of Portsmouth so as to permit taxicabs licensed in another <br />City to pick up pa§sengers in Portsmouth and deliver same to the city wherein they are duly <br />licensed provided equal or greater rights and privileges to operate within the boundaries <br />of such other cities are granted to taxicabs licensed in Portsmouth; and <br /> <br /> WHEREAS, it is the opinion of the Council of the City of Portsmouth that the adoption <br />of similar ordinances by the other cities of Tidewater would be in furtherance of regional <br />cooperation and result in improved taxicab servise for the entire tidewater area to ~he mutual <br />benefit of all concerned. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, <br />requests that the governing bodies of the cities of Tidewater adopt reciprocal <br />which allow taxicabs licensed in another city to pick up passengers for return <br /> <br />Virginia, <br />ordinances <br />trips." <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-350 "Consideration of a resolution authorizing the City Manger to convey certain <br />property to the Portsmouth Port and Industrial Commission. <br /> <br /> The sales agreement with the Virginia Department of Highways and Transportation for <br />property to be used for construction of the downtown tunnel authorized the City to retain <br />3 buildings and a crane located on the Old Coast Guard Base. The Portsmouth Port and Indus- <br />trial Commission has arranged for sale of this property to Allied Marine for relocation to <br />its new facility in Portsmouth. The appraised value of the property is $18,000 whic~ PPIC <br />will pay to the City. In addition, the City will receive $6,000 from the Highway Depart- <br />merit which was withheld from the purchase price until the structures are removed. The <br />City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded~by Mrs. Webb, the following resolution was adopted, <br />anJ by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CERTAIN PROPERTY TO <br />THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION. <br /> <br /> WHEREAS, by deed dated February 10, 1981, recorded in the Clerk's Office of the Circuit <br />Court of the City of Portsmouth, Virginia, in Deed Book 814, page 511, the City of Portsmouth <br />conveyed a fee simple interest together with permanent easements in and to a portion of the <br />former U.S. Coast Guard Base to the Department of Highways and Transportation of the Common- <br />wealth of Virginia for the purpose of construction of the second downtown tunnel crossing <br />of the Elizabeth River; and <br /> <br /> WHEREAS, by the terms of said deed there was accepted from this conveyance and retained <br />~y the City~gf~Pgrt~mouth certain buildings designated as buildings D=S,D~7and D-8, a~d a ten <br /> on crane wn~cn ~s ±ocated in building DS, which buildings and equipment are to be r~moved <br />from the property prmor to construction of the down~own tunnel; and <br /> <br /> WHEREAS, the Portsmouth Port and Industrial Commission has the capability of marketing <br />the saiJ buildings and equipmen~ in connection with other port related development activities; <br />and has agreed to pay to the City the sum of $18,000.00 for sa~d buildings and equipment <br />and to have the same removed from the property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to convey certain property designated <br />as buildings D~S, D-7, and D-8 and the ten ton crane which is located in building Da5 to <br />the Portsmouth Port and Industrial Commission for the sum of $18,000.00." <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-351 "Consideration of a resolution authorizing the City Manager to convey a <br />right-of-way easement to the Virginia Electric and Power Company on property located on <br />the south side of Churchland Boulevard. <br /> <br /> Virginia Electric and Power Company has requested a ten foot easement along the northern <br />boundary of the Churchland Academy Elementary School property. This easement is requested <br />for relocation of power lines in this area in connection with the road widening project of <br />the Virginia Department of Highways and Transportatisn. A copy of the easement resolution <br />and the VEPCO plat showing the location of the easement is attached The City Manager <br />recommends adoption." <br /> <br /> <br />
