357 <br /> <br />September 29_ l~l <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $34,000 FROM THE CAPITA1 IMPROVEMENT FUND FOR <br />FUNDING OF RENOVATIONS AND UPGRADING OF THE CITY JAIL FACILITY." <br /> <br /> 81-341 'Consideration of an ordi~anse on first re~ding to appropriate ~20,000 in the <br />Donations Fund for the Portsmouth Museums for membership activities. <br /> <br /> In order to obtain increased benefits from an affiliation wit~ the Virginia Museum, <br />the membership of the Portsmouth Community Arts Center Associates will become a direct <br />function of the Portsmouth Museums. This appropriation will allow for the collection, deposit <br />and dispersal of funds generated by membership activities from the donations account of the <br />museums. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />'AN ORDINANCE TO APPROPRIATE $20,000 FROM THE DONATIONS FUND FOR THE <br />PORTSMOUTH MUSEUMS FOR MEMBERSHIP ACTIVITIES." <br /> <br /> 81-342 "Consideration of an ordinance on first reading to apprcpriate $50,000 from <br />Capital Improvements Fund for engineering work associated with the relocation of the Naval <br />Shipyard Museum. <br /> <br />the <br /> <br /> The Engineering and Technical Services Department was requested to coordinate the re- <br />location of tbs Naval Shipyard Museum. this relocation is shown on the 1981-1990 revised <br />site plan development goal for the Waterfront Development Project. In scheduling th~ reloca- <br />tion of the Naval Shipyard Museum, it will necessitate the hiring of an architect and a <br />consultant with expertise in construction of naval related museum facilities. This appro- <br />priation will allow us to proceed with engineering related items and to prepare an a~chitect~ <br />al contract for later presentation to Council. The City Manager recommends adoption~n first <br />reading." <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, to approve the ordinance on fzr <br />reading. <br /> <br /> Substitute motion of Mr. Barnes and seconde~ by Mr. Gray, that the following ordinance <br />be approved on first reading and the City Manager be instructed no~ to commence work until a <br />decision is made on the old C~ty Hall Building, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING WORK ASSOCIATED WITH THE RELOCATION OF THE NAVAL SHIPYARD MUSEUM." <br /> <br /> 81-343 "Consideration of an ordinance on first <br />the Capital Improvements Fund for the utility portion <br />merit Project. <br /> <br />reading to appropriate <br />of Phase V of the Mount <br /> <br />~1~2,334 from <br /> Hermon Redevelop- <br /> <br /> The City has advertised and received bids for completion of the utility portion .Df <br />Phase V of the Mount Hermon Redevelopment Project. This appropriation will fund improvements <br />to waterlines, sanitary sewer lines, and storm drainage zn the area bounded by Turnpike Road, <br />Belle Street, Howard Street and Phillips Avenue. The City Manager recommends adoption on <br />first reading." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $132,334 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE UTILITY PORTION OF PHASE V OF THE MOUNT HERMON REDEVELOPMENT PROJECT." <br /> <br /> 81-344 <br />the Capital <br />to the City <br /> <br /> "Consideration of an ordinance on first reading <br />Improvements Fund for the purchase of property on <br />Compound. <br /> <br />to approprmate $17,500 from <br />Frederick Boulevard adjacent <br /> <br /> The City <br />Compound from <br />0.55 acres to <br />yard entrance <br /> <br />has agreed to purchase property on Frederick Boulevard adjacent to the City <br />the George T. McLean Estate for the sum of $1[,500. This purchase would add <br />the City Compound area and would g~ve the City controI of its Frederick Boule- <br />to the Compound. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $17,500 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE OF PROPERTY ON FREDERICK BOULEVARD ADJACENT TO THE CITY COMPOUND." <br /> <br /> 81-345 - "Consideration of an ordinance on first reading to appropriate $52,430 in <br />the General Fund for additional positions which were granted by the State Compensation Board <br />for 1981-82 in the City Sheriff's Department. <br /> <br /> To reconcile the 1981-82 City Operating Budget for the City Sheriff with the budget <br />approved by the State, an additional $52,420 in appropriation is necessary due to the addition <br />of a net of four positions authorized by the State Compensation Board.
