358 <br /> <br />September 29, 1981 <br /> <br />At a regular meeting of the City Council held on September 29, 1981, there were present: <br /> <br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, Gloria O. <br />Webb, Morton V. Whitlow, G. Robert House, Jr., Eity Manager, Steven Lieberman, <br />City Attorney. <br /> <br />Absent: Edward L. Oast, Jr. <br /> <br /> Dr. H. L. Burwell, Pastor, First Baptist Church, West Norfolk, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br /> Motion of Mr.. Gray and seconded by .Mr. <br />8, 1951, minutes of the regular meeting of <br />was adopted by unanimous vote. <br /> <br />Beamer, minutes of the called meeting of September <br />September 8, 1981, to be approved as received, and <br /> <br />81-338 <br /> <br />Public Hearing on Use Permit UP 80-3, Petition of the Tidewater Bibleway Temple, <br />by Attorney Izaak D. Glasser, for an amendment to a use permit to operate a <br />church at 504-510 High Street on land zoned Downtown D-1. <br /> <br /> Bishop Huie Rogers, Pastor, 504 High Street, Tidewater Bibleway Temple, spoke in favor <br />of the petition, stating that they would comply with the requirements of the city to m~et the <br />gualifications to acquire the proper use permit; also, a new contractor had been employed to <br />complete the job. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, to concur with the recommendation of the <br />Planning Commission, that UP 80-3 be approved on first reading. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Whitlow, to amend fhe Use Permit that the work <br />be completed by February 1, i983, and was adopted by 5-1(Nay-Beamer) vote. <br /> <br />On motion UP. 80-5 was approved on first reading, as amended, and by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 81-323 The following ordinance approved on first reading at the regular meeting of <br />September 8, 1981, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,874 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />FURNISHINGS AND EQUIPMENT FOR THE NEW WINCHESTER AVENUE FIRE STATION.' <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the ordinancewas adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-324 - The following ordinance approved on first reading at the regular meeting of <br />September 8, 1981, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $33,284 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />UPGRADING EXISTING RECREATIONAL FACILITIES." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-184[c) Resolution approving the Redevelopment Plan and the <br />for the Hattonsville Redevelopment Project, tabled at the meeting of <br />presented. <br /> <br />feasibility of relocation <br />July 14, 1981, was <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Gray, that the resolution be tabled for <br />study and consideration by City Council and the Housing Authority, and be brought back <br />future time, and was adopted by unanimous vote. <br /> <br />further <br />at some <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 81-340 "Consideration of an ordinance on first reading to appropriate $34,000 from the <br />Capital Improvements Fund for funding of renovaticns and upgrading of the Jail Facility. <br /> <br /> This is the second year of this funding. The funds from this appropriation will be used <br />~o: upgrade the jail's closed circuit TV system; renovation of unuseable cells into office <br />space; renovate present male processing and watch commander's office to storage and office <br />space; repair jail's forced air circulation system. A list of the Frojects to be done and <br />the estimated costs is attached for your information. The City Manager recommends adoption <br />on first reading." <br /> <br /> <br />
