<br /> 81-348 - The following ordinance approved on first reading at the regular meeting of

<br /> On motion of Mr. Gray and seconded by Mr. Beamer the ordinance was adopted, and by the

<br />The following reports from the City Manager were presented:
<br />
<br /> 81-371 "Consideration of an ordinance on first reading to-apprapf~ate $12,500 from
<br />the Capital Improvements Fund for installation of lighting at the St Juliens Creek Annex
<br />Baseball Park. '
<br />
<br /> 'The Cradock Little League has requested that the City provide a 50% cash match of
<br />$12,500 for the installation of lighting at the St. Juliens Creek Annex Baseball Park.
<br />The Little League has agreed to absorb any relocation costs in the event the Navy's contract
<br />is terminated. For your information, the U. S. Navy has smgned-off on allowmng the im-
<br />provements along with authorizing the removal of the same in the event the City's lease
<br />agreement is terminated. The City's match ($12,500) would be funded from the Capital
<br />Improvements Fund. The City Manager recommends adoption on first reading~f''

<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on
<br />first reading, and by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $12,500 FROM THE CAPITAL IMPROVEMENT FUND TO
<br /> LIGHT THE BALLF[ELD AT THE NAVAL A~UNITION DEPOT AT ST. JULIENS CREEK."
<br />
<br /> 81-372 "Consideration of an ordinance on first reading to appropriate &Z~,900 from
<br />the Capital Improvements Fund for lighting of a softball field at Churchland Park.
<br />
<br /> The plans for Churchland Park called for two lighted softball fields. Both fields
<br />were approved as part of the 1978-79 Capital Improvements Program. Due to cost increases,
<br />only one field was lighted. Request is now made to approFriate $23,900 to light the
<br />second field in order to increase field use. Energy efficient metal halide fixtures will
<br />be used. Park staff and field supervisors will be the only ones wmth keys to unlock the
<br />panel box and control the lights. The City Manager recommends adoption on first reading."

<br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $23,90[ FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />LIGHTING OF A SOFTBALL FIELD AT CHURCHLAND PARK."

<br /> 81-373 "Consideration of an ordinance to amend the City Code of the City of Portsmouth
<br />regarding regulaticns of dealers in precious metals.
<br />
<br /> The 1981 Session of the General Assembly amended the Code of Virginia by adopting
<br />minimum requirements for the regulations of dealers in precious metals and gems. The Office
<br />of the City Attorney has recommended the repeal of certain sections of the City Code which
<br />are affected by the State legislation and the adoption of a new ordinance refle:ting the
<br />tighter State Code requirements for dealers in precious metals and gems. In view of the
<br />need for the regulation of this activity, the City Manager joins with the Ghief of Police
<br />and the City Attorney mn recommending the adoption of this ordinance."

<br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted on
<br />first and final reading, and by the following vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY REPEALING DIVISION S OF ARTICLE II OF CHAPTER 18 THEREOF, PERTAINING TO
<br />GOLD, SILVER AND SILVERWARE, AND BY ADDING TO CHAPTER 18, ARTICLE II, A NEW
<br />DIVISION 5, PERTAINING TO DEALERS IN GEMS AND PRECIOUS METALS."

<br /> 81-374 "Consideration of a motion to transfer ~ro~ the Grants Conting~gcy Account
<br />to establish an Automated Management Information System for the Department of Parks and
<br />Recreation.
<br />
<br /> This motion will provide the funds necessary to develop and implement a computerized
<br />Management Information System for the Parks and Recreation Department. It will assist in
<br />scheduling maintenance work orders and sports events and in registration of recreation
<br />program participants. Funded by,t~ N~tional Parks Service, the program will be supported
<br />by a Federal Parks Service, the program will be supported by a Federal contribution of
<br />$25,000 and a local cash match of $4,000 which already is appropriated in the departmental
<br />budget. An additional $21,000 of locgl in-kind services also will be contributed, the
<br />City Manager recommends adoption."
