<br /> Michael Kay, Executive Director of the Portsmouth Redevelopment and Housing Authority,
<br />presented the following statement:
<br />
<br /> "The 1982 Community Development Program year represents a continuation and expansion of
<br />revitalization activities previously approved by the City Council, including several redevetoF
<br />merit and conservaticn projects which are currently underway. The program being presented her~
<br />this evening represents recommendations for the utilization of increasingly limited community
<br />development resources to address conditions of blight and deterioratien in our city in areas
<br />previously designated for such treatment. As Mr. House indicated, we are facing a cut-back
<br />in community development funds during the 1982 year and perhaps in the future. In addition,
<br />the Community Development Program application process has been significantly simplified in
<br />accordance with recent program regulation changes. A proposed Statement of Community Develop-
<br />ment Objectives and Use of Funds, which was published in the Currents and of which each of you
<br />has a copy, will represent the basis upon whick the Department of Housing and Urban Developmen
<br />will fund our 1982 Program. -
<br />
<br /> I would now like ~o summarize the major programs preposed for funding in the 1982 Commun~
<br />ty Devlopment Program year, following which I will be pleased to answer any questions."
<br />
<br /> Jim Hartley, 43 E. P~llux Ciricle, representing Simonsdale Civi Club, stated that a re-
<br />quest for a Study Commission of Citizens, representing all communities of the city on housing
<br />needs for the city had been previously requested; spoke on the proposed CD Program for South-
<br />side Project regarding funds to be used for assembling of property for new residential and
<br />non-residental uses; spoke on the Crawford Project concernzng relocation; inquired why only 15
<br />for conservation and stated that mor~.money was needed to be spent on conservation. Spoke
<br />against too much being spent on administration and requested that the taxpayers be informed on
<br />how the tax money is being spent. '
<br />
<br /> Conncil requested that PRHA provide an itemized statement on administration expenses.
