<br />Mayor Johansen presented the following statement:
<br />
<br /> "The purpose of tonight's hearing is to provide interested
<br />tu~ity to express their views with respect to the 1982 Community
<br />City of Portsmouth.
<br />

<br /> This hearing brings together members of the City Council, the City Planning Commission,
<br />and the Board of Commissioners of the Portsmouth Redevelopment and Housing Authority. This
<br />combined public hearing approach, which has become a tradition with regard to the Community
<br />DeveloPment Program, affords members of the three representative-bodies the opportunity to
<br />listen to each of your comments. Following this hearing, each board will meet and prepare
<br />a formal recommendation to the City Council with respect to the 1982 Community Development
<br />Program prior to its submission to the Department of Housing and Urban Development. These
<br />recommendations, as welt as citizen comments and the Citizens Advisory Commission's positions,
<br />wi~ll all be taken into consideration by the City Council prior to approval of all the 1982
<br />program."
<br />
<br />The City Manager presented the following statement:
<br />
<br /> "We are all aware the Reagan Administration has imposed reductions upon a number of
<br />Federal assistance programs, and the community development program is~no exception. In addi-
<br />tion to funding cutbacks, there have also been significant changes in the regulations governin
<br />program administration. The proposed Statement of Objectives and proposed Use of Funds, which
<br />has been published in the Currents section of our newspapers, is representative of the new
<br />requirements.
<br />
<br /> Let me touch briefly upon anticipated funding reductions. The city was recently notified
<br />tha~ our CD entitlement grant will be reduced approximate1)- 10%, based on current Federal
<br />~ppropriation levels, which would place our entitlement at approximately $2.35 million, down f om
<br />~he 1981 grant of $2.63 million. This amount, in addition to proceeds received from the §ale
<br />~f community development project area land, would place the City's 1982 CD Program at an esti-
<br />mated total level of $2.- million~ However, further reductions may be forthcoming, and a care
<br />ful review of specific activities will be undertaken by staff and City Council should such
<br />reductions occur. What this all means is that we must continue to prioritize the use of
<br />increasingly limited CD resources ot insure that programs address our particular community re-
<br />vitalization goals and objectives.
<br />
<br /> In connection with Community Development Program administration, Congress enacted amend-
<br />ments this past August which considerably simplified this aspect of the program. As in t~e
<br />past, the City is holding a public hearing to receive citizen commen~s regardin~ the overal~
<br />program, specifically the proposed Statement of Obqectives and Use of Funds, which serve as
<br />the basis for the City's receipt of CD funds. Whi~e this statement is the most noticeable
<br />'change, other technical changes have been made within the program to increase local program
<br />control and direction.

<br /> ~$~ore turning over the floor to Mr. Michael Kay, Executive Director of Portsmouth
<br />Redevelopment and Housing Authority, who will summarize specific proposals for the 1982 CD
<br />Program, I would like to underscore.the purpose of tonight's public hearing here is to receiv
<br />citizen comments. All coments will be carefully considered and reviewed by the Planning Com-
<br />mission and the Redevelopment and Housing Authority, and a final recommendation will be for-
<br />warded to C~ty Council who will formally adopt the Statement of Objectives and Use of Funds
<br />for the 1982 CD Program."
