Ely, 4413 Templar Drive, representing Hatton Point Civic League, spoke in <br />opposition. <br /> Motion of Mr. Whitlow to approve on first reading, died due to the lack of a second. <br /> Motion of Mrs. Webb and seconded'by Mr. Gray, to deny the recommendation of the Planning <br />Commission on GHP 81-2, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Beamer, <br />Nays: Whitlow <br />Abstaining: Oast <br /> <br />Gray, Webb, Johansen <br /> <br /> 8.1-294 "Ordinance providing for the joinder of Sussex County as a member of the <br />Southeastern Publi: Service Authority of Virginia. <br /> <br /> This ordinance establishes the city's consent to the joinder of Sussex County <br />Southeastern Public Service Authority. A public hearing on this matter was held, as <br />required hy law on August 11, 1981. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE PROVIDING FOR THE JOINDER OF SUSSEX COUNTY AS A MEMBER OF THE <br />SOUTHEASTERN PUBLIC SERVICE AUTHORITY OF VIRGINIA.' <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 81-404 "Consideration of an ordinance on first reading to appropriate $15,000 from <br />the Capital Improvements Fund to pay the latest billing from the Virginia Department of <br />Highways and Transportation for the West Norfolk Bridge. <br /> <br /> The City has participated with the Virginia Department of Highways and Transportation <br />in the construction of the new West Norfolk Bridge. An additional appropriation of $15,000 <br />is necessary to permit the City to pay VDH&T its latest progress bill amount for the facility. <br />The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR A <br />PORTION OF THE CITY'S SHARE OF THE DESIGN, RIGHT-OF-WAY AND CONSTRUCTION COSTS <br />OF THE WEST NORFOLK BRIDGE." <br /> <br /> 81-408 "Consideration of an ordinance to change the City Code pertaining to rates <br />at Sleepy Hole Golf Course. <br /> <br /> This ordinance requests an increase in rates at Sleepy Hole Golf Course to assist in <br />offsetting increased costs of operation. The proposed rates would increase the golf course <br />revenue by $18,000 annually, the proposed rates have been favorably reviewed by the Parks <br />and Recreation Commission. The City Manager recommends adoption. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 24-100(b), PERTAINING TO FEES AT SLEEPY HOLE GOLF COURSE." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-40( "Consideration of an ordinance to amend the City Code pertaining to the sale of <br />illegally parked vehicles. <br /> <br /> This ordinance increases fees charged for towing vehicles to the City Compound to <br />$40, plus an additional charge of ~15 when extra equipment such as dollies are used and to <br />increase storage charges for such motor vehicles to $3 per day. These fees correspond with <br />those allowed private towing companies. The amendments also reduce the minimum holding time <br />for abandoned vehicles to 45 days to correspond with State law. The City Manager recommends <br />adoption." ~ <br /> <br /> <br />
