<br />At a regular meeting of the City Council held on November 10, 1981, there were present:
<br />
<br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert, Gray, Edward L.
<br />Oast, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr., City Manager,
<br />Steven Lieberman, City Attorney.
<br />
<br /> Rev. Melvin S. Hester, Pastor, Simonsdale Presbyterian Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Beamer and seconded by Mrs. Webb, the minutes of the called meeting of
<br />October 27, 1981; minutes of the regular meeting of October 27, 1981, to be approved as
<br />received, and was adopted by unanimous vote.
<br />
<br /> 81-402 Mayor Johansen presented the following resolution to Mrs. Thelma Edwards,
<br />widow of the late Albert T. Edwards:
<br />
<br /> "WHEREAS, on the 22nd day of October, 1981, death brought to a close the physical life
<br />of Albert T. Edwards; and
<br />
<br /> WHEREAS, he had served as principal of I. C. Norcom High School for fourteen years
<br />upon his retirement in June 1980; and
<br />
<br /> WHEREAS, he was a member of the Portsmouth Principals' Association, the Portsmouth
<br />and National Education Association, and the Virginia and National Secondary School Principal's
<br />Association; and
<br />
<br /> WHEREAS, his contributions to the civic life of Portsmouth were far above the call of
<br />duty; and
<br />
<br /> WHEREAS, this
<br />and joins with his
<br />his achievements.
<br />
<br />community has suffered a great
<br />family, friends and associates
<br />
<br />loss in the passing of Albert T. Edwards,
<br />in mourning his death, and in recognizing
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that this resolution be spread upon the minutes of
<br />City Council, and that a copy thereof be presented To his wife, Thelma Edwards, in sincere
<br />appreciation of his service and respected stature ~n the community."

<br /> Mayor Johansen presented the following resolution To Mrs. Mildred B. McGriff, widow of
<br />the late John L. McGriff, Jr.:
<br />
<br /> "WHEREAS, on the 22nd day of October, 1981, death brought to a close the physical life
<br />of John L. McGriff, Jr.; and
<br />
<br />WHEREAS, he had served in the Portsmouth School System for thirt~five years; and
<br />
<br /> WHEREAS, prior to his retirement in June 1976, he had been an assistant pricipal at
<br />I. C. Norcom and Manor High School; and
<br />
<br /> WHEREAS, he contributed greatly to the sport of tennis in Portsmouth, being ranked
<br />and known nationally as a tennis player, coach and instructor; and
<br />
<br /> WHEREAS, he was a member of the Local, State, and National Educational Associations;
<br />and
<br />
<br /> WHEREAS, this community has suffered a great loss
