July 10, 2001 <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION IN SUPPORT OF COMMONWEALTH RAILWAY PROJECTS IN <br />THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, Commonwealth Railway has filed an application with the Virginia <br />Department of Rail and Public Transportation for safety and improvement projects; and <br /> <br /> WHEREAS, Commonwealth Railway has identified several necessary projects, <br />including the rehabilitation and upgrading of its Cedar Lane crossing in the City of <br />Portsmouth; and <br /> <br /> WHEREAS, the 2000 General Assembly has provided funding for the acquisition, <br />lease, or improvement of railways through the Rail Preservation Program; and <br /> <br /> WHEREAS, Commonwealth Railway is an important element of the City of <br />Portsmouth's transportation system; and <br /> <br /> WHEREAS, Commonwealth Railway is a vital component in the economic <br />development efforts of the City of Portsmouth and provides relief to the highway system <br />by transporting freight and commodities; and <br /> <br /> WHEREAS, the City of Portsmouth supports the project and the retention of rail <br />service; and <br /> <br /> WHEREAS, the Commonwealth Transportation Board has established <br />procedures for the allocation and distribution of the funds provided by the General <br />Assembly. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City of Portsmouth does hereby express its support of the <br />application filed by Commonwealth Railway and requests that the Virginia Department <br />of Rail and Public Transportation give priority consideration to the projects proposed by <br />Commonwealth Railway totaling $248,535. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to send a copy of <br />this resolution to the Virginia Department of Rail and Public Transportation." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 208 - Adoption of a resolution authorizing the City Manager to execute an <br />agreement with the CSX Railroad for installation of water pipe connections within the <br />CSX Railroad right-of-way near Frederick Boulevard. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute an agreement with <br />the CSX Railroad for installation of water pipe connections within the CSX Railroad <br />right-of-way near Frederick Boulevard. <br /> <br />Purpose and Need: <br /> <br />· Construction of the Frederick Boulevard Water Booster Pumping Station requires <br />connection to the 20" and 30" water mains within the CSX Railroad right-of-way. <br /> <br />· The Frederick Boulevard Station will replace the circa 1888 Godwin Street Water <br />Booster Pumping Station. <br /> <br />Financial Impact: <br /> <br />· The City will pay $10,000 per year according to the agreement. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br />
