July 10, 2001 Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION IN SUPPORT OF COMMONWEALTH RAILWAY PROJECTS IN THE CITY OF PORTSMOUTH. WHEREAS, Commonwealth Railway has filed an application with the Virginia Department of Rail and Public Transportation for safety and improvement projects; and WHEREAS, Commonwealth Railway has identified several necessary projects, including the rehabilitation and upgrading of its Cedar Lane crossing in the City of Portsmouth; and WHEREAS, the 2000 General Assembly has provided funding for the acquisition, lease, or improvement of railways through the Rail Preservation Program; and WHEREAS, Commonwealth Railway is an important element of the City of Portsmouth's transportation system; and WHEREAS, Commonwealth Railway is a vital component in the economic development efforts of the City of Portsmouth and provides relief to the highway system by transporting freight and commodities; and WHEREAS, the City of Portsmouth supports the project and the retention of rail service; and WHEREAS, the Commonwealth Transportation Board has established procedures for the allocation and distribution of the funds provided by the General Assembly. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City of Portsmouth does hereby express its support of the application filed by Commonwealth Railway and requests that the Virginia Department of Rail and Public Transportation give priority consideration to the projects proposed by Commonwealth Railway totaling $248,535. BE IT FURTHER RESOLVED that the City Clerk is directed to send a copy of this resolution to the Virginia Department of Rail and Public Transportation." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 01 - 208 - Adoption of a resolution authorizing the City Manager to execute an agreement with the CSX Railroad for installation of water pipe connections within the CSX Railroad right-of-way near Frederick Boulevard. Recommendation: · Adoption of a resolution authorizing the City Manager to execute an agreement with the CSX Railroad for installation of water pipe connections within the CSX Railroad right-of-way near Frederick Boulevard. Purpose and Need: · Construction of the Frederick Boulevard Water Booster Pumping Station requires connection to the 20" and 30" water mains within the CSX Railroad right-of-way. · The Frederick Boulevard Station will replace the circa 1888 Godwin Street Water Booster Pumping Station. Financial Impact: · The City will pay $10,000 per year according to the agreement.
