Impact <br />to City proiected at $1,700 for the current fiscal year. Alternatives if State does not <br />approve would be to reduce utilization of facilities or make a supplemental appropriation. <br />This resolution has been endorsed by the Tidewater Group Home Commission. The City Manager <br /> <br />recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded <br />and by the following vote: <br /> <br /> '~A RESOLUTION REQUESTING THE STATE <br /> <br />by Mr. Beamer, the following resolution was adopted, <br />BOARD OF CORRECTIONS TO ADJUST REIMBURSEMENT <br /> <br />SALARY <br /> <br />SCALES FOR LOCAL GROUP HOMES TO <br /> <br />BE MADE EFFECTIVE JULY 1, 1981. <br /> <br /> WHEREAS, the cities of Chesapeake, Franklin, Portsmouth, <br />and the counties of Isle of Wight and Southampton established <br />sion to operate ~roup homes for youth under the provisions of <br />of Virginia, 1950, as amended; and <br /> <br />Suffolk, and Virginia Beach <br />the Regional Group Home Commis- <br />Section 16.1-313 of the Code <br /> <br />WHEREAS, under the provisions of said Section of the Code of Virginia, the State <br />Department of Corrections has a clear responsibility to reimburse two-thirds (2/3) of the <br /> personnel costs incurred by the Ccm~ission while operating these <br /> <br />necessary and reasonable <br />group homes; and <br /> <br /> WHEREAS, the State Board of Corrections made no adjustment in the approved salary <br />reimbursement scales in group homes between July 1976 and March 1981, and adjusted the <br />scales upward only 2.3% in March, 1981; and <br /> <br /> WHEREAS, this adjustment was far below the increase in the salary scale for Regional <br />Group Home personnel as well as the cost of living increases allowed for state employees <br />and local court service unit employees, and no funds have been budgeted in fiscal year <br />1982 to reimburse cost of living adjustments ro local group home salary scales; and <br /> WHEREAS, this lack of action by the State Board of Corrections has had the effect of <br />limiting State reimbursements to localities below the two-thirds (2/3) of reasonable costs <br />as stipulated in the Code, and this unreasonably low ceiling will result in a loss of <br />Twelve Thousand, Five Hundred ($12,500.) Dollars to the Commission which, if no adjustments <br />are made, will be greater next year; and <br /> WHEREAS, the State Board has an obligation to adjust reimbursement salary scales for <br /> local group homes at least to the same extent as scales for juvenile probation officers <br /> and State employees. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that it urges the State Board of Corrections to make this adjustment effective July i, 1981. <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward <br /> a certified copy of this Resolution to the Chairman of the State Board of Corrections, Senato~ <br /> Willard J. Moody, Delegate L. Cleaves Manning and John S. The City Manager recommends adop- <br /> <br />tion." <br /> <br /> On motion of Mrs. Webb and seconded <br />and by the following vote: <br /> <br />by Mr. Beamer, <br /> <br />the following resolution was adopted, <br /> <br />"A RESOLUTION APPROVING THE 1982 COMMUNITY DEVELOPMENT PROGRAM OF THE CITY OF <br />PORTSMOUTH, THE PROPOSED STATEMENT OF OBJECTIVES AND USE OF FUNDS AND AUTHORIZ- <br />ING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S i982 <br />COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, <br />assistance is <br />and <br /> <br />under the Housing and Community Development Act of 1974, as amended, financial <br />provided to localities for undertaking and carrying out development activities; <br /> <br /> WHEREAS, the required public hearings have been held and <br />the 1982 Housing and Community Development Program, Statement <br />and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />to comply with the regulations of the aforementioned Act; and <br /> <br />the City Council has reviewed <br />of Objectives, and Use of Funds; <br /> <br />action regarding this Program <br /> <br />C <br /> <br /> <br />
