<br />City Council held on November 24, 1981, there were present:

<br /> Rev. Samuel L. Carruth, Pastor, Holy Light Church of Deliverance, opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Whitlow, the minutes of the called meeting of
<br />November 10, 1981; minutes of'the regular meeting of November 10, 1981; minutes of the recon
<br />vened meeting of November 11, 19811 and minutes of the reconvened meeting of November 18,
<br />1981, to be approved as received, and was adopted by unanimous vote.

<br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />A PORTION OF THE CITY'S SHARE OF THE DESIGN, RIGHT-OF-WAY AND CONSTRUCTION
<br />COSTS OF THE WEST NORFOLK BRIDGE.'
<br />
<br /> On motion of Mr. Whitlow and seconded by Mr. Beamer, the ordinance was adopted, and by
<br />the following vote:

<br /> The following reports from the City Manager were presented:
<br />
<br /> 81-417 "Consideration of an ordinance on first reading to appropriate $340,758 from
<br />the City Garage Fund in order ~o consolidate services of the City and School Board Garages.
<br />
<br /> This ordinance will provide the funds necessary to operate a consolidated Vehicle
<br />Service Center for the School Board and City from November 1, 1981, through June 30, 1982.
<br />These services include inventory control, fuel management, and vehicle repair and maintenance
<br />Complete consolidation will be effective July 1, 1982. Revenues to offset this increase
<br />will be received from the School Board budget for payment of services rendered. The City
<br />Manager recommends adoption on first reading.'

<br /> On motion of Mr. Barnes and seconded by Mr. Whitlow, the following ordinance was
<br />on first reading, and by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $340,758 FROM THE CITY GARAGE FUND TO CONSOLIDATE
<br /> GARAGE SERVICES FOR THE CITY AND THE SCHOOL BOARD."
<br />
<br /> 81-¢18 'Consideration of an ordinance on first reading to appropriate $8,200 from
<br />the Capital Improvements Fund for structural engineering services related to floor demolition
<br />wall bracing and floor reconstruction for the 1846 Courthouse.
<br />
<br /> The City's Engzneering Department has determzned that the exzsting 2nd floor or the
<br />1846 Courthouse has deteriorated sufficiently to warrant removal and replacement of same.
<br />In addition, structural bracing will have to be provided for the outside walls to accommodate
<br />the lack of lateral stability occurring during the demolition of the 2nd floor. The City
<br />has received a proposal from Abiouness, Cross and Bradshaw to perform the engineering ser-
<br />vices for a cost not to exceed $8,200. The City Manager recommends adoption on first reading
<br />

<br />on first reading, and by unanimous vote:

<br />STRUCTURAL ENGINEERING SERVICES RELATED TO FLOOR DEMOLITION AND RECONSTRUCTION
<br />AND WALL BRACING FOR THE 1846 COURT HOUSE."
