December 8, 1981 <br /> <br />"A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE CITY OF PORTSMOUTH <br />r0 THE CONTINUED USE OF THE CRANEY ISLAND DISPOSAl AREA, AND DIRECTING THE CITY <br />MANAGER AND THE CITY ATTORNEY TO TAKE WHATEVER STEPS ARE NECESSARY IN SUPPORT <br />OF THE COUNCIL'S POSITION ON THIS MATTER AT SUCH TIMES AND IN SUCH FORUMS AS <br />MAY BE NECESSARY. <br /> <br /> WHEP~EAS~ the Army Corps of Engineers, Norfolk District, has released a draft environment- <br />al impact statement for the disposal of dredge materials from the lower Chesapeake Bay and <br />Hampton Roads Channels which provides for the continued use of the Craney Island Disposal <br />Area and for the disposal of contaminated and toxic dredge materials in the disposal area; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has steadfastly expressed by resolution it <br />opposition to the continued use of the Craney Island Disposal Area; and <br /> <br /> WHEREAS, Craney Island is contiguous to one of the more tax-producing residential areas o <br />the City of Portsmouth whizh is still in the process of development, and its continued use as <br />a dredge disposal area will have a harmful effect on existing and proposed development; and <br /> <br /> WHEREAS, the City has long been on record as indicatmng its desire to use Craney Island <br />as an extension of its economic development activity to expand its narrow tax base; and <br /> <br /> WHEREAS, the preposed action of the CorFs of Engineers limiting future disposal to toxic <br />materials would not only delay this objective but diminish the prospects for Craney Island <br />ever becoming an economically productive'entity; and <br /> <br /> WHEREAS, the Craney Island Disposal Area is within the boundaries of the City of Ports- <br />mouth and its ultimate development is vital to the economic vitality of the City of Portsmouth <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that i <br />steadfastly reiterates its opposition to the continued use of Craney Island as a disposal area <br />and vehemently notes its dismay and opposition to the depositing of contaminated and toxic <br />materials at the site. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that the City <br />Manager and the City Attorney be, and they hereby are, directed to carefully monitor the admin <br />is~trative disps~i~ion of this matter with full authority to take whatever steps are necessary <br />to express the Council's opposition to the prolongation of the use of the Craney Island Dis- <br />posal Area and the depositing of contaminated and toxic materials at the site at such time and <br />in such forums as the) deem approprmate. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby ms, directed to forward <br />copies of this resolution to the appropriate authorities." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow <br />Nays: None <br /> <br /> 81=447 "Consideration of a motion to transfer $16,072 from the Grants Contingency <br />Account to continue operation of the Library Catalog Conversion Project. <br /> <br /> This motion will provide the funds necessary to continue funding two employees who will <br />help convert the Library's existing card catalog to film (microfiche and microfilm) for public <br />use. The new film catalog will include the book holdings of the main and branch libraries as <br />well as those of the State Library System and thus, allow patrons better access to books held <br />in other libraries. Funded by a $14,946 grant from the Virginia State Library, the project <br />will be administered by the Portsmouth Public Library which also will be responsible for a <br />cash contribution of $1,126.00. The City Manager recommends adoption." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, that authorization be granted to transfer <br />$16,072 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 81-448 Harrill Young, 441 Chautauqua Avenue, spoke regarding the collection of garbage <br />and bulk refuse in the Port Norfolk area, referring to notice received concerning same, effec- <br />tive December 1, 1981. <br /> <br /> The City Manager responded and stated he would have his staff meet with Mr. Young to <br />answer any questions raised concerning this matter. <br /> <br /> 81-449 - Jim Hartley, 43 E. <br />~oncerning changes to the rules <br />mnformed of the changes. <br /> <br />Pollux Ciricle, representing Simonsdale Civic Club, spoke <br />of order and procedure of Council meetings and not being <br /> <br /> 81-4S0 On motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION COMMENDING THE PARKS AND RECREATION COMMISSION AND THE 0BICI <br />COMMITTEE FOR THEIR EFFORTS TOWARDS RESTORING THE 0BICI MANSION AND RECOGNIZING <br />THE OBICI COY~MITTEE AS AN ADVISORY COMMITTEE TO THE CITY COUNSIL AND THE PARKS <br />AND RECREATION COMMISSION; AUTHORIZING THE CITY MANAGER TO ASSIST THE PARKS <br />AND RECREATION CO~ISSION AND THE OBICI COMMITTEE IN THEIR EFFORTS. <br /> <br /> <br />
