WHEREAS, the City of Portsmouth is desirous of restoring and <br />as an adjunct of its Sleepy Hole Park Complex; and <br /> <br /> WHEREAS, the City recognizes the <br />ob~eetive~ and <br /> <br />benefit of volunteer effort <br /> <br />operating the Obici Mansion <br />and contributions toward thz <br /> <br /> WHEREAS, the Parks and Recreation Commission has the proven ability to create and suppor' <br />such volunteer efforts; and <br /> <br /> WHEREAS, the Parks and Recreation Commission has created the Obici Committee for the <br />purpose of soliciting donations of time, money and material for the restoration of the Obici <br />Mansion; and <br /> <br /> WHEREAS, the Council of the City of <br />~nd the benefits that can result for the <br />areas. <br /> <br />Portsmouth recognizes the importance of this effort <br />citizens of the City of Portsmouth and surrounding <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth commends the <br />Parks and Recreation Commission and the Obici Committee for their efforts and formally re- <br />cognizes the Obici Committee as an Advisory Committee to the City Council and the Parks and <br />Recreation Commission for the restoration and operation of the Obici Mansion. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is authorized to assist the Parks and <br />R~erea~ion Commission and the Obici Committee in their worth while efforts while insuring <br />that their activities are conducted in accordance with all applicable laws and policies." <br /> <br />Ayes: <br />Nays: <br /> <br />Barnes, Beamer, Gray, Oast, Webb, Whitlow <br />None <br /> <br /> 81-451 - Mrs. Webb offered the following nominations for appointments to Boards/ <br />Commissions: <br /> <br />Board of Examination of Plumbers <br /> <br /> William E. Hallahan who <br />requested not to be reappointed, and term of office expiring December l, 1984. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, ~o close nominations, and there being <br />no further nominations, the above members to be elected to the designated Board/Commission, <br />and was adopted by unanimous vote. <br /> <br /> 81-452 - Motion of Mr. Barnes and seconded by Mr. Gray, to suspend the rules for <br />Frank Harte to speak, and was adopted by unanimous vote. <br /> <br /> Frank Harte, 3403 Dogwood Drive, spoke concerning the resolution adopted on Craney <br />Island (Item 81-446) and urged Council to adopt an ordinance forbiding the Corps of Engineers <br />from dropping the filth in our backyards without our permission. <br /> <br /> Councilman Barnes requested that the City Attorney review the suggestion of the citizen <br />and advise Council as soon as possible what legal rights they have in the matter. <br /> <br /> <br />
