The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE TIDEWATER TRANSPORTATION DISTRICT COMMISSION <br />TO AMEND THE TRA~NSIT SERVICE PROGRAM FOR PORTSMOUTH. <br /> <br /> WHEREAS, transportation costs have continued to increase <br />to change service in order to keep the City's transit subsidy <br />year's budgeted $360,000.; and <br /> <br />and it has become necessary <br />expenditure within the current <br /> <br /> WHEREAS, The Tidewater Transportation District <br />Portsmouth City Council Chamber on November 19, 198~ <br />changes'; and <br /> <br />Commission held a public hearing in the <br />on several proposed transit service <br /> <br /> WHEREAS, The Tidewater Transportation District Commission has recommended a change of <br />service on three (3) routes in order to stay within the budgeted expenditure level; and <br /> <br /> WHEREAS, alternate transportation will be available to all persons affected by the chang~ <br />in service althoug~ it may not be as convenient as currently provided; and <br /> <br /> WHEREAS, the dollars being spent on these routes can be used more productively elsewhere <br />the system on routes which serve more citizens at a lower cost per passenger. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />The Tidewater Transportation District Commission is authorized to amend the Transit Service <br />Program for Portsmouth in accordance with the recommended plan." <br /> <br /> Ayes: Barmes. Beamer, Gray, Oast, Webb, Whitlow <br /> Nays: None <br /> Council directed the City Manager to review alternatives to the procedur~and methods of operation of a tr~ <br /> 81-445 "Consideration of a resolution approving the Comprehensive Employment and Train- <br />ing Annual Plan for FY '82. <br /> <br /> This resolution provides local approval preliminary to the approval of the Department of <br />Labor of the Comprehensive Employment and Training Annual Plan for FY '82. The City of Ports- <br />mouth, Virginia anticipates receiving approximately $1,500,000 to provide programs and service <br />to 1,200 disadvantaged residents of the City. The City Manager recommends adoption." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING THE COMPREHENSIVE EMPLOYMENT AND TRAINING ANNUAL PLAN <br />FOR FY-82. <br /> <br /> WHEREAS, the City must submit to the Department of Labor each year an annual plan for <br />services the City recemves under the Comprehensive Employment and Training Act (CETA); and <br /> <br /> WHEREAS, the City anticipates receiving approximately $1,$00,000. for FY-82 for programs <br />targeted at employment and training activities for disadvantaged Portsmouth residents, which <br />would serve approximately twelve hundred (1200) persons; and <br /> <br /> WHEREAS, the Portsmouth Manpower Commission has reviewed the plan and recommended its <br />approval; and <br /> <br /> WHEREAS, in the judgment of this Ccuncil, it is in the interest of the City and its in- <br />habitants that said plan be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Comprehensive Employment and Training Annual Plan for FY-82, having been duly reviewed <br />and considered, is hereby approved." <br /> <br /> Ayes: B.a~rnes, Beamer, Gray, Oast, Webb, Whitlow <br /> Nays: None <br /> <br /> 81-446 "Consideration of a resolution expressing the oppcsition of the Council of the <br />City of Portsmouth to the zcon~inue~ use of the Craney Island Disposal Area, and directing ~he <br />City Manager and City Attorney ~o take whatever steps are necessary in support of the Council' <br />position on this matter at such times and in such forums as may be necessary. <br /> <br /> The Army Corps of Engineers has provided the City with its draft environmental impact <br />statement on the continued use of Craney Island as a dredge disposal area. The staff has <br />reviewed this document critically, and their concerns are addressed in the resolution before <br />you. This resolution is consistent with City Council's previously adopted position.
