Car is located in Leesburg. <br /> <br />(6) Celestine Ellison $31.92 Car is 1978 modeI instead of 1979. <br /> <br />in Leesburg, <br /> <br /> Motion of Mr.'Gray and seconded by Mr. Beamer, that refunds be authorized <br />persons, as requested, and was adopted by unanimous vote. <br /> <br /> Council request that the City Manager and the City Attorney to <br />concerning refunds on overpaid taxes whereby the citizen furnished <br />also if an administrative procedure could be established setting an <br />taxes to be handled by the Commissioner of Revenue and a report be <br /> <br />to the above <br /> <br />furnish further advice <br />incorrect information; <br />appropriate limit on <br />furnished to Council. <br /> <br /> 82-40 "Consideration of a motion to transfer $164,717 from the Emergency Budget Contin- <br />gency for the purchase of provisions for the City Jail. <br /> <br /> Due to a substantial increase in the number of prisoners being housed in the local jail, <br />it has become necessary to supplement the appropriation for jail provisions (food purchases) <br />from the current $185,000 to $3S0,000, an increase of approximately $165,000. Additional loca <br />funding of $24,750 is required and included in this transfer. The balance of the transfer <br />will be reimbursed by the State. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to transfer <br />$164,717 from the Emergency Budget Contingency, as requested, and was adopted by unanimous <br /> <br /> 82-41 - "Consideration of a motion to award a bid for the addition to the Boys Group Home <br />to the lowest responsible bidder in the amount of $19,566. <br /> <br /> This motion authorizes the City Manager to award a bid to the lowest responsible bidder <br />for the additions to the Boys Group Home. City Council, on June 23,1981, appropriated $98,000 <br />for the purchase and rehabilitation of the Group Home. Of this $98,000, <br />$68,000 was used to purchase the home leaving $30,000 for the renovations. The City Manager <br />recommends adoption." <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that the bid be awarded to the lowest <br />responsible bidder in the amount of S19,S66, and was adopted by 6-1 [Whitlow-nay) vote. <br /> <br /> 82-42 "Consideration of a motion to receive as information the City Manager's Quarterly <br />Financial Report for the period ended December 31, 1981. · <br /> <br /> This quarterly financial report is submitted in accordance with the City Code', Section <br />11~.45 (a) (5) ." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, the report to be received as information, <br />and was adopted by unanimous vote. <br /> <br /> 82-43 On motion of Mr. Beamer and seconded by Mr. Gray, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE SUPPORT OF THE COUNCIL OF THE CITY OF PORTSMOUTH <br />FOR THE CONSTRUCTION OF THE CONVALESCENT AND NURSING FACILITY BY THE STOP <br />ORGANIZATION IN THE SOUTH-SIDE REDEVELOPMENT AREA AND REQUESTING THAT THE <br />COMMISSIONER OF HEALTH RECONSIDER THE APPLICATION FOR A CERTIFICATE OF NEED. <br /> <br /> WHEREAS, the Southeastern Tidewater Opportunity Project (STOP), a Community Action Agency <br />acquired the thirty-two (32) bed William T. Hall Convalescent and Nursing Home ~n 1975 to save <br />the facility from closure by the State and thus preventing the displacement of elderly residen <br />and <br /> <br /> WHEREAS, the STOP Organization applied in 1978 to the Community Services Administration <br />for a special Inter-Agency Grant sponsored by the City of Portsmouth to plan a one hundred <br />twenty (120) bed replacement facility later reducing the plan to a sixty (60) bed facility; ar <br /> <br /> WHEREAS, the City of Portsmouth was awarded Two Hundred Seventy-four Thousand, Eight <br />Hundred Twenty ($274,820) Dollars for a jointly funded project between the Community Services <br />Administration and the Department of Housing and Urban Development of which One Hundred <br />Seventy-four Thousand, Eight Hundred Twenty ($174,820) was earmarked for planning, architec- <br />tural and consultant services for the nursing home to be constructed in the Southside Redevel( <br /> <br /> <br />
