PH Associate~
proposes to finance the acquisition of such equipment with an indust?ial development revenue
bond. On October 29, 1981, the Industrial Development Authority of the City of Norfolk
adopted an Inducement Resolution whereby it agreed to use its bes efforts to issue its bond
in the pricipal amount of $200,000 to finance the equipment for PH Associates. United Virgini

Bank has agreed to purchase the bond.

PH Associates plans to use approximately $100,000 of the bond proceeds to purchase equip-
ment for lease to Commercial Insurance Agency for use in its offices at 801 Loudoun Avenue
in Portsmouth. Section 15.1-1378 of the Code of Virginia of 1950, as amended, requires the
governing body of the city in which equipment is located that is being financed by an industri
development authority of another city to concur in such financing.

We, therefore, hereby request the City Council of Portsmouth to adopt a resolution con-
curring with an~ consenting to the issuance by the Industrial Development Authority of the
City of Norfolk of its 1981 Industrial Development Revenue Bond (PH Associates Bquipment) in
the principal amount of $200,000, the proceeds of which will be used to finance equipmenz for
PH Associates to be located in both the Cities of Norfolk and Portsmouth.
