<br /> WHEREAS, the closing of the Job Referral Service will place an undue hardship upon resi-
<br />dents of the City of Portsmouth many of whom do not have the financial resources to seek emplo
<br />ment through private agencies nor transportation to and £rom the offices which will remain ope
<br />in adjoining c~ties.
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth expresses its
<br />opposition to the closing of the Virginia Employment Commission's Job Referral Office in the
<br />City o£ Portsmouth and requests that the Commissioner of the Virginia Employment Commission
<br />reconsider the decision in recognition of the City's high unemployment rate.
<br /> BE IT FURTHER RESOLVED that this Council requests that the General Assembly appropriate
<br />enough money to maintain this valuable and irreplaceable service to the City of Portsmouth and
<br />seek Congressional assistance in increasing the percentage of FUTA funds returned to this
<br />Commonwealth.

<br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that the City
<br /> Clerk be, and she hereby is, directed to fcrward cepies of this Resolution to the Governor o£
<br /> the Commonwealth of Virginia, the members of the Portsmouth delegation to the General Assembly
<br /> of Virginia, and the members of the Virginia delegation to the Congress of the United States o
<br /> America."

<br /> 82-37 "Consideration of a resolution appointing viewers for the closing of an alley
<br /> located between Broadway and Adams Streets.
<br />
<br /> John A. Bender, through his attorney George Talbot, Jr., has petitioned to close an alley
<br /> located between Broadway and Adams Streets. The Planning Commission at its January 5th meet-
<br /> ing unanimously recommended approval. Notice was posted in accerdance with Stare law on
<br /> January 11, 1982. This resolution will appoint viewers to view the alley and report back to
<br /> Council any inconvenience as a result of this closure. A plat showing the portion to be close
<br /> is attached for your information. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was adopted,
<br /> and by the following vote:

<br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A TWENTY FOOT ALLEY BETWEEN
<br /> BROADWAY STREET AND ADAMS STREET.

<br /> WHEREAS, John A. Bender, by his attorney, George Talbot, has made application to vacate,
<br />close and discontinue the hereinafter described portion o£ a twenty foot alley, and it appear-
<br />ing that notice of application in request for the appointment of viewers was duly posted on
<br />January Il, 1982, in the Circuit Court of the City of Portsmouth, the General District Court
<br />of the City of Portsmouth (Civil Division) and in the City Hall Building of the City of Ports-
<br />mouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />A.N. Kendrick, Charles R. Hudgins, Robert Reed, Harrison Miller and R. Irvine Smith be appoint
<br />ed vmewers and that Clinton J. Fortune and Raymond Tweed be appointed alternate viewers in the
<br />event one of the preceding viewers fails ~o participate, said viewers to view the hereinafter
<br />described portion of such street and ~o report to this Council in writing whether in ~heir
<br />opinion, any, and if any what, inconvenience would result in vacating and closing the ~ollowin
<br />
<br /> A twenty (20') foot portion or strip o£ an alley which is located
<br />on the Eastern side of Mariner Avenue, "formerly Fourth Avenue" and
<br />running back between parallel lines, said lines being the boundaries of Lot
<br />309 and Lot 311 Mariner Avenue, one hundred feet in a Northeasterly direction to a
<br />point, said twenty (20') foot alley being contiguous to the Froperty o£ John A.
<br />Bender, Inc., a Virginia corporation.

<br /> This motion authorizes the City Manager to advertise and receive bids for the sale of
<br />the Winchester Drive Fire Station which was recently vacated by the Fire Department. The
<br />advertisement will seek bids requiring the existing structure to be brought up to Code or de-
<br />molished at the expense of the successful bidder. The property is zoned R~75. The City
<br />Manager recommends adoption."
