<br /> On motion of Mr. Whitlow and seconded by Mr. Beamer, the following ordinance was
<br />on first and final reading, and by ~he following vote: adopted
<br /> "AN ORDINANCE TO AMEND~SECTION!~3-213 OF THE PORTSMOUTH CiTY CODE PERTAINING
<br /> TO STOPPING IN EMERGENoY AREAS
<br />
<br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen
<br />Nays: None
<br />
<br /> 82-55 - "Consideration of a resolution authorizing the City Manager to convey City-owned
<br />property (residue parcels on London Boulevard) to the Portsmouth Redevelopment and Housing
<br />Authority.
<br />
<br /> This resolution authorizes the City Manager to convey to PRHA certain residue parcels,
<br />located on the south side of London Boulevard, for the sum of $100. These parcels were
<br />acquired during the construction of London Boulevard and are now considered surplus. The
<br />City Manager recommends adoption."
<br />
<br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY
<br />(RESIDUE PARCELS ON LONDON BOULEVARD) TO PORTSMOUTH REDEVELOPMENT AND HOUSING
<br />AUTHORITY.
<br />
<br /> WHEREAS, the City of Portsmouth owns certain hereinafter-described parcels
<br />on the south side of London Boulevard; said parcels being residue parcels from
<br />of property for the construction of London Boulevard; and
<br />
<br />of property
<br />the acquisitio~
<br />
<br /> WHEREAS, said property is no longer needed by the City and is, hereby, declared to be
<br />excess property; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has made a proposal to pur-
<br />chase said property for the sum of one hundred ($100.) dollars to be combined with other
<br />property for development purposes; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth
<br />interest of the City to convey said property to the
<br />Authority for development purposes; and
<br />
<br />has determined that it is in the best
<br />Portsmouth Redevelopment and Housing
<br />
<br /> WHEREAS, Section 2.09 of the Charter of the City of Portsmouth, Virginia, provides
<br />that property may be conveyed to the Commonwealth of Virginia or a political subdivision
<br />thereof without advertisement and receipt of bids; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority is a political subdivision
<br />of the Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby ms, authorized to convey the following described property
<br />to the Portsmouth Redevelopment and Housing Authority for the sum of one hundred ~$100.)
<br />dollars; to-wit:
<br />
<br /> All of the City's right, title and interest in and to all of those
<br />certain lots, piece~ or parcels, lying, situate and being in the City
<br />of Portsmouth, Virginia, and more particularly described as follows,
<br />to-wit: LOTS 4, 5, 6, 11, 14, 15, 16, 17 and 18 as shown on the plat
<br />of F. Richardson's Subdivision of Block "K" of the Bishop Tract, which
<br />ig recorded ih the Clerk's Office of the Circuit Court of the City of
<br />Chesapeake, Virginia, in Map Book 3, at page 90;
<br />
<br /> TOGETHER WITH all that certain piece or parcel of land situate in
<br />the City of Portsmouth, Virginia bounded and described as follows:
<br />
<br />BEGINNING at the point where the Northerly right-of-way line of now or
<br />formerly Queen Street intersects with the Easterly right-of-way line
<br />of formerly Hamilton Avenue and thence South 87° 11' 30" East, a distance
<br />of 25 feet to a point on the Northerly right-of-way line of now or formerly
<br />Queen Street; thence South OO© 47' 30" East, a distance of 16 feet, more
<br />or less to the center line of now or formerly Queen Street; thence in a
<br />Westerly direction along the center line of now or formerly Queen Street
<br />25 feet to a point on the Easterly right-of-way line of formerly Hamilton
<br />AYenue; thence North O0° ~' 30" East, a distance of 16 feet to the point
<br />of beginning.

<br />IT BEING part of the same property acquired by the Grantor herein by deed
<br />of Joshua Forbes, et ux, dated August 14, 1967 and duly recorded in the
<br />Clerk's Office of the Circuit Court of the City of Portsmouth, Virginia,
<br />in Deed Book 492, page 429; by condemnation suit recently pending in the
<br />aforesaiRd Court, the short style of which is City of Portsmouth v. Ada
<br />Elliott, et als., by Order entered March 12, 1969, a copy of which is
<br />recorded in the aforesaid Clerk's Office in Deed Book 528, page 494;
<br />by deed of Samuel Eley, et ux, dated August 25, 196- and duly recorded
<br />in the aforesaid Clerk's Office in Deed Book 493, page 308; by condemnation
<br />suit recently pending in the aforesaid Court, the short style of which is
