Hattie Forbes, et als., by Order entered April 28, <br />1969, a copy of which is recorded in the aforesaid Clerk's Office in Deed <br />Book 531, page 352; and by deed of BonVivant Realty Corporation, a Virginia <br />Corporation, dated February 9, 1968 and duly recorded in the aforesaid Clerk's <br />Office in Deed Book 504, page 293. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute <br />such deeds and other documents as may be necessary to complete this transaction." <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 82-56 "Consideration of a motion to transfer $23,756.21 from the Grants Contingency <br />Account to continue funding of the Regional Public Information and Education Program within <br />the Southeastern Virginia Alcohol Safety Action Program (ASAP). <br /> <br /> This motion will provide the funds necessary to update the design and coordinate the <br />public information/education and police training plan to meet the program objectives of the <br />three ASAP's on the eastern side of Virginia. The program is funded entirely by the Federal <br />Department of Transportation Safety. The City Manager recommends adoption." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, that authorization be granted to transfe <br />$23,756.21 from the Grants Contingency Account, as requested, and was adopted by unanimous <br />vote. <br /> <br /> 82-57 "Consideration of a motion to transfer $5,000 from the Grants Contingency <br />Account to provide supplemental funds for the Anti-Litter Program for the City of Portsmouth. <br /> <br /> This transfer will provide the funds necessary to purchase approximately twenty-seven <br />new litter receptacles for the City as part of the Clean Community Commission's anti-litter <br />campaign. The objectives of this effort are to achieve neighborhood pride,~ while changing <br />the public attitude towards litter. The entire $5,000 is funded by the Commonwealth of <br />Virginia under the Virgxnla Litter Control Act, and does not require any local match. The <br />City Manager recommends adoption." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, that authorization be granted to transfer <br />$5,000 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 82-58 = "Consid~eration of a request from Fellowship Baptist Church for the City Council <br />to adopt an ordinance authorizing the Church to take or hold more than 4 acres 6~ land within <br />the City. <br /> <br /> The Code of Virginia provides that the trustees of a church shall not take or hold a~ <br />any one time more than 4 acres of land in the City unless the City Council, by ordinance, <br />authorizes the church to take or hold an amount of land not to exceed 50 acres. Fellowship <br />Baptist Church desires to purchase property at the northwest intersection of Towne Point <br />Road and the proposed Western Freeway. This property together with their existing property <br />would exceed 4 acres." <br /> <br /> Robert C. Barclay, III, Suite 300, 600 Crawford Street, Altorney representing Fellowship <br />Baptist Church, requesting that the church be permitted to use the property. <br /> <br /> Motion of Mr. Oast and seconded by Mrs. Webb, the matter be deferred until report <br />received concerning tax-exempt property requested at the Public Hearing on February 8, <br />and was adopted by unanimous vote. <br /> <br />1982, <br /> <br />- NEW BUSINESS <br /> <br /> 82-59 - Mr. Barnes offered the following nominations for appointments to the following <br />Board: <br /> <br />E~g~cy Medical Services Advisory Commission <br /> <br /> Ms. Lana L. Buchanan to fill an unexpired term, ending July 31, 1982, replacing <br />Dr. Gregory J. Edinger. <br /> <br /> Motion~of Mr. Barnes and seconded by Mr. Gray, to close nominations, and there being <br />no further nominations, the above members to be elected to the designated Board/Commission, <br />and was adopted by unanimous vote. <br /> <br /> 82-60 - Henry Wilkins, 2118 Peach Street, thanked Council for the action taken at the <br />Public Hearing, February 8, 1982, on item Z 81-11. <br /> <br /> 82-61 James S. Hartley, 43 E. Pollux Circle, representing Simonsdale Civic Club, <br />spoke on the following matters: <br /> <br />1. Inquired of Council as to current status of the appeal filed by PRHA of their suit <br /> on the subsidized housing in Simonsdale and Westhaven in view of Council's resolution <br /> requesting that it be withdrawn. <br />2. Expressed the concern of citizens of Simonsdale and Westhaven to cooperate with the <br /> Council on reviewing the rules of order and procedures. <br />3. Requested that the Council direct the CAC to schedule public meetings in various <br /> schools throughout the city to receive citizen imput on the budget. <br /> <br /> <br />
