February 9, 1982 <br /> <br />At a regular meeting of the City Council held on February 9, 1982, there were present: <br /> <br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, <br />Oast, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr., <br />Steven Lieberman, City Attorney. <br /> <br />Edward L. <br />City Manager, <br /> <br /> Dr. Thomas J. Powers, Pastor, Park View Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Johansen welcomed all visitors in attendance; recognizing Scout Master Rick Corvel <br />Assistant Scout Masters, Herbert Butts and Don Garrett, and members of Boys Scout Troop 219, <br />Simonsdale, attending the meeting as part of their procedure on Com~dnica~io~s t~.~eceivo.:th~ <br />Merit Badge. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, minutes of called meeting of January 25, <br />1982; minutes of the called meeting of January 26, 1982; minutes of the regular meeting of <br />January:26s 1~82, to. be approved as.received, and was adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 82-32 - The following ordinance approved on first reading at the regular meeting of <br />January 26, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,476,635 FROM THE PUBLIC UTILITY CAPITAL <br />IMPROVEMENT FUND FOR I~PROVE~[ENTS TO THE PINNERS POINT SE]~[AGE TREAT~ENT PLANT <br /> <br /> On motion of Mr. Barned and seconded by Mr. Gray, the ordinance w~s adopted, and by the <br />following vote: <br /> <br />Ayes: <br />Nays: <br /> <br />Barnes, Beamer, Gray; Oast, Webb, Whitlow, Johansen <br />None <br /> <br />"Consideration of a motion to award hid to th-e[~lowest responsible bidder.' <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Beamer, the contract to be awarded to Pizzagall <br />Construction Company, being the lowest responsiblebidder, and was adopted by unanimous vote. <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 82-52 "Consideration of an ordinance to amend the Code of the City of Portsmouth, <br />amending Sections 24-170, 24-171 and 24-172 thereof, pertaining to charges for rental of <br />equipment and facilities a~ Sleepy Hole Park. <br /> <br />by <br /> <br /> The Parks and Recreation Commission at its January meeting recommended certain rate in- <br />creases for Sleepy Hole Park. Attached for your information is a list of the proposed increa~ <br />along with a comparison of other similar facilities within the region. An additional $14,000 <br />in revenue ~s expected which represents a 42% increase. The City Manager recommends adoption <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted, <br />on first and final reading, and by the following vote; <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTIONS 24-170, 24-171, AND 24-172 THEREOF, PERTAINING TO CHARGES OF <br />RENTAL OF EQUIPMENT AND FACILITIES AT SLEEPY HOLE BAR~." <br /> <br />es <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None <br /> The fCo~eyequeated the City Manager to furnish a report concerning charges on shelters at Northwest RiMer. <br /> 82-53 - "Consideration of an ordinance to amend Article III of Chapter 3 of the Code of [ <br />the City of Portsmouth pertaining to commercial recreation centers. <br /> <br /> This ordinance amends the registration procedures for the ~ssuance of a commercial <br />recreation center permit, which is necessitated by the rise in popmlarity of electronic games <br />Commercial recreation centers would be limited to commercially zoned areas and meet operating <br />requirements in order to receive an administratively issued permit. The City Manager recom- <br />mends adoption." <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, t~e.'matte~-be tabled:until additional <br />~po~ ~ zeceived from the Planning Commission. <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mr. Gray, the matter to be deferred <br />to the meeting of March 9, 1982, for an additional report Erom the Planning Commission, and <br />was adopted by unanimous vote. <br /> <br /> 82-54 "Consideration of an ordinance to amend Section 23-213 of the Portsmouth City <br />Code pertaining to stopping in emergency areas. <br /> <br /> On November 10, 1981, City Council amended the City Code to allow for an increase in <br />charge for towing illegally parked vehicles, to an amount no~ to exceed $40. <br />amends Section 23-213 of the City Code to bring it into conformity with the <br />that time.
