February 23, 1982 <br /> <br /> Councilman Ba~es requested that tbe City Manager review what has gone on to this point <br />concerning industrial development bonds and a report be furnished to Council because there <br />is quite a bit of pressure at both the state and federal level of doing away with the city's <br />right to issue industrial development bonds. <br /> <br />NEW BUSINESS - <br /> <br /> 82-70 - Vice Mayor Beamer offered the following nominations for appointments to the <br />following Boards/Commissions: <br /> <br />Board of Electrical Examiners <br /> <br /> LaMar S. Brown and W. Aubrey Roane to be reappointed for a term of four years, ending <br />March 1, 1986. <br /> <br />Community Services Board <br /> <br /> Shelia Hunt to fill an unexpired term, ending June 30, 1984, replacing Dr. Fred D. <br />Lumpkin~, who resigned. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Gray, to <br />no further nomlnatmons, the above members to be elected <br />and was adopted by unanimous vote. <br /> <br />close nominations, <br />to the designated <br /> <br /> and there being <br />Board/Commission, <br /> <br /> 82-71 John Wallace, 2100 Wyoming Avenue, spoke against time alloted ~o speak and Rules <br />of Order and Proceduresof Council meetings. <br /> <br /> 82-72 J6hnny M. Clemens, 5805 Dunkirk Street, <br />Advisomy Committee, presented CAC Annual Report and <br />Rules of Procedure: Ordinance 1981-107 Sec. 2-56, <br /> <br />representing as Chairman of Citizens <br />the following recommendations on Council <br />Subsection C. <br /> <br /> "Because of strong opposition to the above amended sub-section by civic groups, the <br />CAC found it necessary to appoint a sub-committee to study the issue. We therefore, submit <br />£or your consideration the following recommendation: <br /> <br />1. On non-agenda items, there will be a five minute time <br /> with no li~it of time in the aggregate, and that there <br /> relinquishing of time to other persons. <br />2. A special handbook for citizens should be prepared and <br /> at council meetings denoting: <br /> <br />limit per person <br />will be no <br /> <br />made available <br /> <br />(a) staff contact persons within the city <br />(b) departments and their functions including <br /> telephone numbers <br />(c) listing of Boards and/or. Commissions working with <br /> the departments as well as the staff liaison assigned <br /> to work with the respective Board and/or Commission <br /> <br /> No other cities were contacted on this matter, because we are hopeful that our elected <br />officials will be receptive, respmnsible, and representative of our citizens here in Portsmou <br />regardless of what other cities do." <br /> <br /> the Mayor informed Mr. Clemons the recommendations <br /> had been received. <br />* Councilman Barnes comments See page 34. <br /> 82-73 On motionvof Mr. Oast and seconded by Mr. <br /> ad~pted, and by the following vote: <br /> <br />would be considered with others that <br />Beamer, the following resolution was <br /> <br />"A RESOLUTION EXPRESSING THE CONCERN OF THE CITY OF PORTSMOUTH TO THE CLOSING <br />OF THE SECOND SHIFT AT THE FORD MOTOR COMPANY NORFOLK-ASSEMBLY PLANT. <br /> <br /> WHEREAS, there is located in the neighboring City of Norfolk, Virginia the Ford Motor <br />Company Norfolk Assembly Plant which employ many residents of the City of Portsmouth; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has learned that Ford Motor Company has <br />closed its second shift at this plant; and <br /> <br /> WHEREAS, it is recognized that this facility has been cne of the most productive in the <br />Ford Motor Company and has exhibited a constant record of high quality work; and <br /> <br /> WHEREAS, the closing of the second shift at said plant has had an impact, not only on <br />employees of the plant and the City of Norfolk, but on the economy of the entire Tidewater <br />ar~a, including Portsmouth. <br /> <br />th~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia <br />expresses its concern to the closing of the second shift at the Ford Motor Company Norfolk <br />Assembly Plant and requests that the Ford Motor Company take whatever steps are necessary to <br />return the plant to lull operation assuring all its employees the opportunity to continue the~ <br />high quality of work. <br /> <br /> BE IT FURTHER REsoLVED that a ccpy of this Resolution be forwarded to appropriate offi- <br />cials of the Ford Motor Company." <br /> <br />Ayes: Barnes, <br />Nays: None <br />Abstaining: Gray <br /> <br />Beamer, O~s~, Webb, <br /> <br />Whitlow, Johansen <br /> <br /> <br />
