Savage~ <br /> Minister, approved on first reading at the Public Hearing of Februar~ <br /> 8, 1982. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Beamer, to suspend the rules for Rev. John R. <br />Savage, was adopted by unanimous vote. <br /> <br /> Rev. John R. Savage, Minister, representinz the Healing Temple Pentecostal Church, <br />requested approval of the use permit in Order t~at the church might go forward with their <br />plans and acknowledged that this parcel can be combined with the adjacent parcel upon which <br />a use permit was .issued in 1979. (Presented letter of intent) <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, that the matter be referred back to the <br />Planning Commission, and was adopted by unanimous vote. <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 82-66 "Consideration of an ordinance to close a portion of the excess right-of-way on <br />London Boulevard. <br /> <br /> The Portsmouth Redevelopment and Housing Authority has made application to close a <br />portion of the excess right-of-way on London BoUlevard. Viewers"were:app6inted by City <br />Council on January 12, 1982, in accordance with State law. A copy of the viewers report <br />stating that no inconvenience would result from said closure, and a plat showing the porti6nn <br />to be closed is attached for your information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Whitlow and seconded by Mr~ Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE CLOSING A PORTION 0F LONDON BOULEVARD." <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None , <br /> <br /> 82-67 - "Consideration of a resolution concurring with and consenting to the issuance <br />by the Industrial Development Authority of the ity of Norfolk, Virginia, of its 1981 Industria <br />Development Revenue Bonds (PH Associates Equipment) in the principal amount of $200,000. <br /> <br /> The Code of Virginia prohibits an Industrial Development Authority from issuing bonds <br />to finance facilities within the boundaries of another city unless the governing body of <br />such city in which the facilities are located or are proposed to be located concurs by adop- <br />tion of a resolution. A portion of the equipment to be financed by these bonds will be <br />located in the City of Portsmouth. The Portsmouth Industrial Development Authority voted <br />unanimously to recommend concurrence. The City Manager recommends adoption." <br /> <br /> On motion ~of Mr, ~?n~itlow ~ndils~cond~d~b~Mr, B~a~eri~he ~ol~i~g~resolution was adopted <br /> and by the following V~te~ <br /> <br /> "A RESOLUTION CONCURRING WITH AND CONSENTING TO THE ISSUANCE BY THE INDUSTRIAL <br /> DEVELOPMENT AUTHORITY OF THE CITY OF NORFOLK, VIRGINIA OF ITS 1981 INDUSTRIAL <br /> DEVELOPMENT REVENUE BONDS (P. H. ASSOCIATES EQUIPMENT) IN THE PRINCIPAL AMOUNT <br /> OF $200,000.~ <br /> <br /> WHEREAS, on October 29, 1981, the Industrial Development Authority of the City of <br />Norfolk, Virginia adopted an inducement resolution whereby it agreed to use its best efforts <br />to issue its bonds in the principal amount of $200,000. to finance equipment for P. H. <br />Associates; and <br /> <br /> WHEREAS, P. H. Associates plans to use approximately $100,000. of the bond proceeds <br />to purchase equipment for lease to Commercial Insurance Agency for use in its offices at <br /> 801 Loudoun Avenue in Portsmouth; and <br /> <br /> WHEREAS, ~15.1~1378 of the Code of Virginia, 1950, as amended, requires the governing <br />body of the city in which equipment is located ~hat is being financed by an Industrial Develop <br />merit Authority of another city to concur in such financing. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it concurs with and consents to the issuance by the Industrial Development Authority <br />of the Cite. of Norfolk, Virginia of its 1981 Industrial Development Revenue Bonds (P. H. <br />Associates Equipment) in the principal amount of $200,000., the proceeds of which will be <br />used to finance equipment for P. H. Associates to be located in both the cities of Norfolk <br />and Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward <br />a copy of this resolution to the Industrial Development Authority of the City of Norfolk, <br />Virginia." <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> <br />
