<br /> This transfer will provide the funds necessary to provide dental services to 46 addition~
<br />elderly low-income Portsmouth residents. The objective is to improve health care for the
<br />elderly by providing comprehensive dental services to that population. The $6,198 is availabl
<br />through SEVAMP (Southeastern Virginma Areawide Model Program) from the Older Americans Act
<br />and requires no local cash match. Match is provided on an in-kind basis from ~he Public Healt
<br />Department. The City Manager recommends adoption."

<br />facilities for Cradock and other nearby neighborhoods. The City Manager recommends

<br />SHIPYARD FOR USE AS A PUBLIC PARK AND RECREATIONAL AREA.

<br /> WHEREAS, the United States Navy has declared said property
<br />assigned the same to the general services administration for the
<br />to Federal'iJw and regulations; and

<br /> WHEREAS, the Council of the City of Portsmeuth deems it to be in the best interest of the
<br />citizens of the Ci.ty of Portsmouth and the surrounding cities that said property continue to b
<br />used for recreational purposes; and
<br />
<br /> WHEREAS, said property may be assmgned to the Secretary of the Interior for disposal for
<br />public park or recreational purposes under the provisions of Section 203(k)(2) of the Federal
<br />Property and Administrative Services Act of 1949, as amended, and the rules and regulations
<br />pursuant thereto; and
<br />
<br /> WHEREAS, said property is more particularly described as a 42~8 acre portion of St. Julie{
<br />Creek Annex of the Ncrfolk Naval Shipyard, and the improvements thereon, located in the City o
<br />Chesapeake, Virginia, on Victory Boulevard, GSA Control No. N-VA-579(C): and
<br />
<br /> WHEREAS, the City of Portsmouth needs and will utilize said property in perpetuity for
<br />public park or recreation area as set forth in its application and in accordance with the
<br />requirements of said Act and the rules and regulations promulgated thereunder.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to make application to the Secretary of the
<br />Interior for and secure the transfer to it of the above-mentioned property for said use upon
<br />and subject to such exceptions, reservations, terms, covenants, agreements, conditions and
<br />restrictions as the Secretary of the Interior or his authorized representative may require in
<br />connection with the disposal of said property under said Act and the rules and regulations
<br />issued pursuant thereto.

<br /> BE IT ~F~RTHER RESOLVED that the City of Portsmouth has legal authority, and is willing an
<br />is in a position to assume immediate care and maintenance of said property.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized for and on
<br />behalf of the City of Portsmouth to do and perform any and all acts and things which may be
<br />necessary to carry out the foregodng resolution, including the preparing and filing of plans,
<br />applications, reports and other documents, the execution, acceptance, delivery and recordation
<br />of agreements, deeds and other instruments pertaining to the transfer of said property, in-
<br />cluding the filing of the copies of the application and the conveyance documents in the record:
