<br />IMPROVEMENTS TO PORTSMOUTH AND VICTORY BOULEVARDS PURSUANT TO AGREEMENTS WITH
<br />THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION."

<br /> 82-87 "Consideration of a resolution concurring with and consenting to the issuance
<br />by the Industrial Development Authority of the City of Norfolk, Virginia, of its 1981 Industri~
<br />Development Revenue Bonds (Henry Laurel Co., Inc. Facility) in the principal amount of $600,

<br /> The Norfolk Industrial Development Authority has committed to the Henry Laurel, Co., Inc.
<br />$600,000 in Industrial Development Revenue Bonds to finance the acquisition of real property
<br />located at 330 County Street, Portsmouth, Firginia. The Code of Virginia requires the governi~
<br />body of the City in which the facility is located that is being financed by an Industrial
<br />Development Authority of another city to concur in such financing. The City Manager recommends
<br />adoption."

<br />DEVELOPMENT REVENUE BONDS (HENRY LAUREL CO. INC. FACILITY) IN THE PRINCIPAl
<br />AMOUNT. OF $600,000. '

<br /> WHEREAS, on JuIy 23, 1981, the IndustriaI Development Authority of the City of Norfolk,
<br />Virginia, adopted an inducement resolution Whereby it agreed to use its best efforts to issue
<br />its bonds in the principal amount of Six Hundred Thousand ~$600,O00) Dollars to finance the
<br />acquisition of certain real property at 330 County Street in the City of Portsmouth, Virginia,
<br />by Henry Laurel Co., Inc. to be le~sed to J. J. Henry Co. Inc for use as a regional headquart
<br />office building; and ' '

<br /> NOW, THEREFORE, BE IT RESOLVED by the Counail of the City of Portsmouth, Virginia, that it
<br />concurs with and consents to the issuance by the Industrial Development Authority of the City
<br />of Norfolk, Virginia, of its 19~1 Industrial Development Revenue Bonds (Henry Laurel Co., Inc.
<br />Facility) in the principal amount of Six Hundred Thousand ($600,000) Dollars, the proceeds of
<br />which will be used to finance the acquisition of real property located at 330 County Street in
<br />the City of Portsmouth, Virginia, to be leased to J. J. Henry Co., Inc. for use as a regional
<br />headquarters office building.

<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward a
<br /> copy of this resolution to the Industrial Development Authority of the City of Norfolk Virginia

<br /> 82-88 "Consideration of a motion to transfer $42,000 within the Capital Improvements
<br />Program to accommodate the construction of a left-turn lane on Frederick Boulevard at Scott
<br />Street and a left-turn lane for eastbound traffic on High aG Hartford Street.
<br />
<br /> The Capital Budget Committee has recommended these two projects be incorporated in this
<br />year's CIP for advanced funding. Sufficient savings have been generated through this year's
<br />CIP to fund these two projects. This motion authorizes the transfer of funds to accomplish
<br />the two projects and amends the CIP to include same. The City Manager recommends adoption."

<br /> Motion of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to transfer
<br />$42,000 within the Capital Improvements Program, as requested, and was adopted by unanimous rot
<br />
<br /> 82-89 "Consideration of a motion to transfer $20,000 from the Grants Contingency
<br />Account to provide for pass-through funds and administration of regional development of local
<br />promotional tests for Police and Fire classifications.
<br />
<br /> This transfer will establish the accounting mechanism for the City of Portsmouth to ad-
<br />minister the Test Development Program. The participating cities of the Intergovernmental
<br />Personnel Advisory Council, (Chesapeake, Newport News, Portsmouth, Suffolk, and Virginia Beach'
<br />will contribute $4,000 each for this program. Advance payment from the other jurisdictions
<br />will be provided to Portsmouth. Administrative support, (i.e., physical location, clerical
<br />staff, etc., will be contributed by the City of Virginia Beach). This program is a logical
<br />continuation ofltAe IRA~funded ~ask Based Job Analysis Project completed in February of i982.

<br />to provide supplemental funds for the SEVAMP Dental Services Program for the City of Portsmouth
