March 9, 1982 <br /> <br />NEW BUSINESS <br /> <br /> B2-95 - James D. Lassiter, 508 Powhatan Avenue, spoke concerning reassessments on real <br />estate and requested that the assessments be brought down to a reasonable amount. <br /> See response below. <br /> 82-94 On motion of Mr. Gray and seconded by Mrs. Webb the following resolution was <br />adopted, and by the following vote: ' <br /> <br />"A RESOLUTION IN <br />TRAINING ACT (HR <br />1982. <br /> <br />SUPPORT OF THE COMMUNITY PARTNERSHIP FOR EMPLOYMENT AND <br />532~) SUBMITTED BY CONGRESSMAN AUGUSTUS F. HAWKINS JANUARY 25, <br /> <br /> WHEREAS, the City of Portsmouth, Virginia with the highest unemployment rate of any urban <br /> municipality in Virginia (10.1%) is experiencing the problems of poverty, high unemployment an <br /> skill shortages that impact the entire society; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia believes that the existing local <br /> Employment and Training Delivery System, working closely with other loaally administered human <br /> service, educational and economic development programs and private business offers the most <br /> effective and efficient approach to addressing these problems; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia further believes that the social <br />and economic forces impacting on the national labor force and the economy demand a national <br />effort on employment and training and a sustained and systematic commitment to the preparation <br />of the nation's workforce as essential elements of our national economic policy; and <br /> <br /> WHEREAS, the Community Partnership for Employment and Training Act submitted by Congress- <br />man Augustus F.
