<br /> Mction of Mr. Gray and seconded by Mr. Beamer, that the matter be referred back to the
<br />City Attorney, and was adopted by unanimous vote.
<br /> 82-85 "Consideration of a resolution authorizing the City Manager to enter into an
<br />agreemen~ with the Firglnia Department of Highways and Transportation for improvements to
<br />Portsmouth Boulevard.
<br /> The State Department of Highways and Transpcrtation has obtained a contractor for constr~
<br />tion of a new Hodges Ferry Bridge and improvements to Route 337 and Portsmouth Boulevard. The
<br />project provides for improvements to Portsmouth Boulevard to make connection with the new
<br />bridge. The pro rata share of the contract obligation for the City of Portsmouth for enginee~
<br />ing, rights,f-way acquisition and construction is approximately $20,000. The City Manager
<br />
<br />Gray, the following resolution was adopted,

<br /> VIRGINIA DEPARTMENT OF HIGHWAYS AND TP~gNSPORTATION FOR IMPROVEMENTS TO PORTSMOUTH
<br /> BOULEVARD.
<br />
<br /> WHEREAS, the Council of the City of Portsmouth has previously requested that the Depart-
<br />ment of Highways and Transportation of the Commonwealth of Virginia make certain improvements
<br />to State Route 337, the Hodges Ferry Bridge and Portsmouth Boulevard; and
<br /> WHEREAS, the Department of Highways and Transportation of the Commonwealth of Virginia
<br />has approved the construction of a new bridge across the Western Branch of The Elizabeth Rive~
<br />at Hodges Ferry and improvements ~o a portion of Portsmouth Boulevard in connection with the
<br />construction of said bridge; and
<br />
<br /> WHEREAS, pursuant to the regulations of the Department of Highways and Transportation the
<br />pro rata share of the cost of engineering, right-of-way acquisition and construction of the
<br />City of Portsmouth will be nineteen thousand, eight hundred sixty-one doilars and eighty-two
<br />cents ($19,861.82).

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to contract with the Department of Highways
<br />and Transportation of the Commonwealth o£ Virginia for construction of improvements to a por-
<br />tion of Portsmouth Boulevard within the boundary of the City of Portsmouth in connection with
<br />the improvements to Route 337, the Hodges Ferry Bridge and Portsmouth Boulevard.''

<br /> The State Department of Highways and Transportation is ready to commence construction
<br />of the Victory Boulevard Extension project. The project will extend Victory Boulevard as a
<br />four lane facility from its terminus at Airline Boulevard to Portsmouth Boulevard. The openi~
<br />of this £acility should ease traffic congestion to some degree at Alexander's Corner as well
<br />as provide more direct access to Tower Mall. The pro rata share of the contract obligation
<br />£or the City of Portsmouth for engineering, right-of-way acquisition and construction is
<br />proximately $100,000. The City Manager recommends adoption."

<br />approved the extension of Victory Boulevard; and

<br /> WHEREAS, pursuant to the regulations of the Department of Highways and Transportation the
<br />pro rata share of the cost of engineering, right-of-way acquisition and construction of the
<br />City of Portsmouth will be One Hundred Thousand Dollars ($100,O00).
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to contract with the Department of Highways
<br />and Transportation of the Commonwealth of Virginia for constructmon of the extension of Victor
<br />Boulevard within the boundary of the City of Portsmouth.
