<br /> Notice is hereby given pursuant to Section 15.1-199 of the Code of Virginia, 1950, as
<br />amended, that the Council of the City of Portsmouth, Virginia, adopted on March.'9, .1982, a
<br />reselution authorizing the issuan:e, as a whole at one time or in part from time to time,
<br />$3-,2t7{96~ aggregate principal amount of general obligation bonds and further authorizing and
<br />providing for the xssuance and sale of general obligation bond antiaipation notes in antici-
<br />pation of issuance of such bonds and caused a certified copy of such resolution to be filed
<br />with the Circuit Court of the City of Portsmouth on , 19

<br /> The proceeds of sale of such bonds and notes shall be applied to the payment of the costs
<br />of the public improvement projects described below in substantiall} the amounts set forth
<br />opposite the descriptions of the respective projects:

<br />for the Lake Kilby Improvements-Phase. I.

<br /> This appropriation will provide the necessary funds to perform the much needed rehabili-
<br />tation work at the City's water treatment plant in Suffolk. The amount $8,294,908 for con-
<br />struction, $574,000 for engineering services, and $831,092 for contingencies and testing
<br />services to be provided by the City. The City Manager recommends adoption on first reading."

<br />torium.

<br /> This appropriation will provide the necessary funds to replace the mechanical air con-
<br />ditioning system at Willett Auditorium. The present system is worn out and beyond economical
<br />repair. The City Manager recommends adoption on first reading.

<br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved

<br /> 82-83 "Consideration of an ordinance to amend the Code of the City of Portsmouth,
<br />Virginia, 1973, as amended, by amending Section 40-102 (B) (9), pertaining to the duties of
<br />the Commission of Architectural Review.
<br />
<br /> Section 40-102 (B) (9) of the City Code currently allows the Secretary of the Commission
<br />of Architectural Review to approve certain exterior items, not including roofing materials
<br />for installation in the Cradock and Truxtun Historic Residential subdistricts. The Commission
<br />of Architectural Review has requested that Section 40102 (B) (9) be amended to permit the
<br />Secretary to approve proposals for roofing shingles or other roof coverings in those subdis-
<br />tricts. The City Manager recommends adoption."

<br /> Motion of Mr. Barnes and seconded by Mr. Gray, that the matter be referred to the
<br />Planning Commission fo~ recommendation, and was adopted by unanimous vote.
<br />
<br /> 82-84 "Consideration of an ordinance to amend Sections 20-52, 20-56, and 20-74 of the
<br />City Code pertaining to business license tax on peddlers and itinerants, commission merchants
<br />and savings and loan associations.
