Wheatley, 3640 Wright Road, and others." <br /> <br /> Mr. Parks also referred to the CIP Budget for 1982-83 and expressed his concern why <br />$490,000 was scheduled for drainage improvements in Mid-City. <br /> <br /> Councilwoman Webb requested a report from the City Manager as to the status of the curbs <br />and gutters priority. <br /> <br /> Councilman Whitlow requested a report on the improvements to the West Norfolk Road. <br /> <br /> 82-114 John Wallace, 2100 Wyoming Avenue, commented on the conduct of Council meetings, <br />and Cable TV in the City Jail. <br /> <br /> 82-115 - J. N. Hazel, 4005 Arlington Place, spoke concerning assessments and suggested <br />that all lots be taxed by square foot and all homes by living space per square foot, and <br />each taxpayer would pay equal amoun~ of ~axes in all areas of the city on residential only. <br /> <br /> 82-116 Mason Clark, 211 Franklin Avenue, offered his appreciation of accepting the <br />resignation of the City Assessor. <br /> <br /> 82-117 - Mrs. Mary DeNaro, 3724 Shoreline Drive, representing the Churchland Association <br />presented the following resolution: <br /> <br />"Subject: A Resolution of Concern relative to the Adoption of Council's <br /> New Rules of Order and Procedure <br /> <br /> The Churchland Association has studied the New Rules of Order <br />detail. The agitation and controversy that has been generated in <br />by the implementation of this document, must be resolved. <br /> <br /> On February 23, 1982 City Council did request comments on the <br />Procedure by March 31, 1982. We offer the following resolution to <br />effort, to achieve an effective and acceptable document." <br /> <br />Resolution: <br /> <br />and Procedure in depth and <br />the past few weeks, caused <br /> <br />new Rules of Order and <br />Council, in a sincere <br /> <br /> "A RESOLUTION OF CONCERN RELATIVE TO CITY COUNCIL'S NEW RULES OF ORDER AND <br /> PROCEDURE APPROVED AND IMPLEMENTED ON DECEMBER 8, 1981 <br /> <br /> ~HEREAS, our City Council did draft, approve, and implement, without knowledge and input <br /> from the general public the new Rules of Order and Procedure; and <br /> <br /> WHEREAS, these new Rules of Order and Procedure have d~prived the People of Portsmouth <br />of some of their freedom of communication with their elected City Council; and <br /> <br /> WHEREAS, the City Council is limiting its interaction with the residents of the City to <br />legislative matters only, is considered most oppressive; and <br /> <br /> WHEREAS, the new Rules of Order and Procedure that transfer City Council's major role <br />to the City Manager, and to other political subdivisions, are strongly opposed. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, the Churchland Association of Portsmouth in executive se <br />sion, adopted the following resolution: ' <br /> <br /> THAT, the Chur.chland Association does fully support a written procedure <br /> coverning City Council's meetings. <br /> <br /> THAT, the Churchland Association strongly recommends similiar written <br /> procedures for the structure and cperation of each department within <br /> the City Government, and that these procedures be put in book form, <br /> and maintained throughout the City's library system. <br /> <br /> THAT, Section XIII, page , be amended to allow Citizens the privilege <br /> of addressing Council on Consent Agenda items a~the second reading. <br /> <br />THAT, Section XVI, page 9, last paragraph, be changed by amending <br />the 5 minute maximum speaking limit with the addition of a formal <br />procedure, whereby a citizen and/or organization following a stipulated <br />process, could obtain additional speaking time before Council. <br /> <br />THAT, Section XVI, page 10, last paragraph, be changed to reflect that <br />City Council represents all citizens, on all subjects, and on all matters <br />pertaining to the operation of the City. <br /> <br />THAT, Section XXI, page 12, be amended, whereby Citizens and'or organi- <br />zations may submit recommended Changes of these Rules of Order and <br />Procedure, and have these recommendations acted on by Council. <br /> <br />THAT, after the redrafting of council's Rules of Order and Procedure, <br />a public hearing be held for final review.
