<br /> Councilman Oast suggested that the City Attorney look into strengthening the ordinance
<br />regarding "in view of the public" with the departments who had recommended amending the
<br />ordinance.
<br />
<br /> 82-108 - "Consideration of a resolution appointing viewers for the closing of a portion
<br />of Arizona Street.
<br />
<br /> This resolution appoints viewers pursuant to State law to view the portion of Arizona
<br />Street to be closed and to report back to City Council whether any inconvenmence would result
<br />in said closing. The Planning Commission has reviewed this matter and recommended that the
<br />application be denied. A copy of the letter, describing the action by the Planning Commission
<br />is attached. In view of The Planning Commission's recommendation, the City Manager recommends
<br />that Council decline to appoint viewers.

<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:

<br /> "A RESOLUTION ~PPOINTING VIEWERS FOR CLOSING A PORTION OF ARIZONA STREET.

<br /> WHEREAS, Ellen C. Davis has made application to vacate, close and discontinue the herein-
<br />after-described portion of Arizona Street, and it appearing that notice of application and
<br />request for the appointment of viewers was duly posted on the 12th day of March, 1982, in the
<br />£ircuit Court of the City of Portsmouth, the City Hall Building of the City of Portsmouth,
<br />and the General District Court, Civil Division, of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />A. N. Kendrick, Simon P. Arrington, Richard D. Ottavio, James V. McGhee, and Raymond Tweed
<br />be appointed viewers, and that Howard L. Davis and George N. Powers, Sr. be appointed alternat
<br />viewers ~n the event one of the preceeding viewers fails to participate, said viewers to vmew
<br />the hereinafter-described portion of such street and to report to this Council in writing
<br />whether in their opinion any, and if any, what inconvenience would result in the vacating and
<br />closing of the following:

<br /> Beginning at a point on the north right-of-way of Arizona Street
<br />500 feet west of its intersection with the west right-of-way line of
<br />Wyoming Avenue; thence westerly along the said right-of-way of Arizona
<br />Street 190.2 feet; thence southerly 60 feet to the south right-of-way
<br />of Arizona Street; thence easterly along the south right-of-way of
<br />Arizona Street 164.7 feet; thence northeasterly 60 feet to the pcint of

<br /> Councilman Barnes requested that the City Manager, with Departments involved, to look
<br />into ingress and egress to the cree~,and a report be submitted with the report from the viewe~

<br />
<br /> 82-112 Robert W. Wentz, Jr., 4730 River Shore Road, representing 13 entities for the
<br />proposed Portsmouth Health Sciences Center, spoke concerning the petition for the Health
<br />Sciences Center and s~ated that the plan had been presented to interested parties, and yeti-
<br />tion the Council at this point and time that the plan be referred to the Planning Commission
<br />for a public hearing and their recommendation be sent to the City Council. Mr. Wentz respond-
<br />ed to questions asked.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Beamer, the the proposed Health S¢i~nnes Center
<br />be referred to the Planning Commis~nn for review and their recommendations be forwarded to
<br />Council. And further, the Planning Commission should consider~a seccnd Science Center surround
<br />ing Maryview Hospital.

<br />again, and was adopted by unanimous vote.

<br /> "We, the undersigned citizens of the City of Portsmouth, Edgewood Park Sub-Division, do
<br />hereby petition the Portsmouth City Council to provide curbs and gutters for the Edgewood
<br />Park streets. The existence of ditches mn this said area presents hazardous and unsanitary
<br />conditions.
