ApriI 27, 1982 <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 20 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973i BY AMENDING SECTION 20-56 THEREOF PERTAINING TO BUSINESS <br />LICENSES FOR COMMISSION MERCHANTS AND BY ADDING THERETO SECTION 20-74 <br />PERTAINING TO SAVINGS AND LOAN ASSOCIATIONS." <br /> <br /> 82-147 "Consideration of an ordinance to amend Section 2-303 of the City Code pertainin <br />to the Museum and Fine Arts Commission. <br /> <br /> The Museum and Fine Arts Commission has requested a change to the City Code to assist in <br />their fund raising efforts. The City Attorney and the Director of Finance have reviewed the <br />Commission's request and indicated the proposed wording change would not have a negative <br />impact on the City. The City Manager recommends adoption.' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 2-30 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO THE MUSEUM AND FINE ARTS COMMISSION." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-148 "Consideration of an ordinance to amend Section 24-151 of the City Code pertaini <br />to fees for City swimming pools. <br /> <br /> At its March meeting, the Parks and Recreation Commission approved a new fee schedule <br />for City operated swimming pools. This ordinance will increase the fee from 35¢ for everyone <br />to 50~ for children under 12 and 65~ for 13 and up for 1982. The City Manager recommends <br />adoption. <br /> <br /> On mation of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE ro AMEND SECTION 24r151 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO FEES FOR CITY SWIMMING POOLS." <br /> <br />Ayes: Barnes, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: Beamer <br /> <br /> 82-149 "Consideration of a motion to appoint the firm of Frederick B. Hill and Company <br />as the City's independent auditor for the 1982 annual audit. <br /> <br /> The Municipal Finance Commission <br />and Company as the City's independent <br />letter is attached. The City Manager <br /> <br />has recommended the appointment of Frederick B. HilI <br />auditor for the annual audit for 1982. A copy of their <br />recommends adoption." <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, that the matter be deferred, and was <br />adopted by unanimous vote. <br /> <br /> 82-150 "Consideration of a motion to receive as information the Quarterly FinanciaI <br />Report for the period ended March 31, 1982. <br /> <br /> This quarterly financial report is submitted in accordance with the City Code, Section <br />i1-43 (a) ($)." <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, the report ro be received as information <br />and was adopted by unanimous vote. <br /> <br /> 82-151 "Consideration of a resolution authorizing the City Manager to release a utilit <br />easement on Queen Street. <br /> <br /> On August 8, 1967, City Council adopted an ordinance closing a portion of Queen Street <br />lying between the eastern right-of-way line of Route 58 and the western right-of-way line <br />of Douglas Avenue. The ordinance also retained an easement for the City to maintain and <br />operate public utility lines within the area of the closed street. The Public Utility Depart <br />ment advises that these lines have now been relocated. PRHA has requested that the easement <br />be released so that this parcel of property, which is now owned by PRNA, can be used as a <br />development parcel with other properties in the area. This property ~s located in the Mt. Her <br />mort Conservation and Redevelopment Project and will be a portion of the site for the Portsmou <br />Orthopedic Center to be constructed. The City Manager recommends adoption." <br /> <br /> On motion o£ Mrs. Webb and seconded by Mr. Beamer, the following resolution was adopted, <br />a~d by the following vote: <br /> <br />"A RESOLUTION RELEASING A UTILITY EASEMENT IN A PORTION OF QUEEN STREET (CLOSED). <br /> <br /> WHEREAS, by Ordinance adopted by the Council of the City of Portsmouth, Virginia, <br />on August 8, 1967, a portion of Queen Street lying between the Eastern right-of-way line <br />of Route 58 and the Western right-of-way line of Douglas Avenue was closed and vacated as <br />public street; and <br /> <br /> WHEREAS, by said Ordinance the City of Portsmouth reserved a <br />and privilege to maintain, operate and replace all public utility <br />area so closed and vacated; and <br /> <br />perpetual right, easement <br />lines now situate within the <br /> <br />.g <br /> <br /> <br />
