April 27, 1982 <br /> <br />An ordinance to amend the City Code by amending Section 58--- (a) and (b) pertainin <br />to charges for sewage disposal and treatment, and by repealing Section 38-77.1 <br />pertaining to emergency surcharge thereon. <br /> <br /> This ordinance will increase the sewer maintenance fee to 54¢ per 1,000 <br />gallons of wgte~rconsumed. The ordinance also increases the sewage treatment <br />fee to 94¢ per 1,000 gallons of water consumed. The ordinance will eliminate <br />the emergency drought surcharge on sewer maintenance <br /> <br />c) An ordinance to amend Section 38-66 of the City Code pertaining to use of public fi <br /> hydrants; annual charge. <br /> <br /> this ordinance will increase the annual fee from $50 on hydrants located in <br />City and $75 on hydrants located outside the City to $75 and $100, respectively. <br /> <br />d) An ordinance amending Section 14-5 of the City Code pertainin to charges for handl- <br /> in~ refuse at the City incinerator or landfill. <br /> <br /> This ordinence will increase the fee for handling refuse at the City ineine- <br />rator from the current $9.25 per ton to ~10.50 per ton. In addition, the fee for <br />handling refuse at the City landfill will increase from the current $4 per ton to <br />$4.50. These charges apply only to non-residents and commercial operators. <br /> <br />e) An ordinance amending Section 14-39 of the City Code pertaining so residential <br /> refuse collection fees. <br /> <br /> This ordinance will increase the charge for the residential garbage collectioz <br />service from the current $3 per month to $4. <br /> <br />f) An ordinance to amend Section 19-44 of the City Code pertaining to the Law Library <br /> assessment. <br /> <br /> The Portsmouth Law Library is funded by an assessment as part of the cost <br />incidcn~ to each civil action filed in the Circuit Court and the District Court <br />located within the City. this ordinance increases the amount of the assessment <br />in the District Courts from $0.50 to $1.00, and in the Circuit Court from $1.00 <br />to $2.00 and is recommended by the Law Library Board. <br /> <br />g) An ordinance to increase ambulance fees. <br /> <br /> This ordinance will increase the ambulance fee from the current $35 for basic <br />service to $50. It is also recommended that a fee of 2100 be assesseg when <br />advanced life support is used, a fee of $150 be assessed for scheduled inter-city <br />hospital transfers and a fee of $35 for no-loads. <br /> <br />h) An ordinance to increase fishing permits and boat rental fees at the Suffolk lakes. <br /> <br /> The fee for fishing permits and boat rentals at the Suffolk lakes is recom- <br />mended to increase from $1 to $1.50 for fishing permits and $1 to $2 for boat rental <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that Item 82-144 (a) through (h) be <br />deferred, and was adopted by unanimous vote. <br /> <br /> 82-145 "Censideration of an ordinance <br />the City Government for and during the Fiscal <br />30, 1983. <br /> <br />to appropriate funds necessary for operation of <br />Year beginning July 1, 1982 and ending June <br /> <br /> This ordinance will provide the necessary funds for the 1982-83 Fiscal Year for each <br />of the City's 13 operating funds. The City Manager recommends adoption on first reading." <br /> <br />on <br /> <br /> On motzon of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />first reading, and by 6-1(Beamer-Nay) vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION <br />MENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY %, 1982 <br />1983." <br /> <br />OF THE CITY GOVERN- <br />AND ENDING ~UNE 30, <br /> <br /> 82-146 "Consideration of an ordinance to amend Chapter 20 of the City Code by amending <br />Section 20-56 thereof pertaining to business licenses for commission merchants and by adding <br />thereto Section 20-74 pertaining to savings and loan associations. <br /> <br /> This ordinance will amend the business license section of the City Code to bring same <br />into conformity with the guidelines of the State Tax Department for Business Licenses and <br />the applicable portions of the State Code. The amendment to Section 20-56 adds commission <br />merchants to the list of business services and applies to businesses selling merchandise on <br />commission by sample or catalog sales when no stock or inventory is under its control. <br />They are currently licensed as business services under the catchall 'other business servzces. <br />Section 20-74 of the City Code ~s adopted in accordance with Section 58-373 of the State Code <br />which specifies savings & loan associations which operate a home office in the City pay an <br />annual license tax of ~50.
