<br />The followmng proffer was received from Mr. Dagid Ar Pr~tc~ard[ dalad.April 22, 1982:

<br />"I, Mr. Pritchard, David A, the property owner of Parcel 23, Plate 281,
<br /> Constitution Avenue, hereby proffer that the use of said property shall

<br />The following proffer was received from Edwin T. Gresham, III, dated April 28, 1982:

<br />located on Constitution Avenue, hereby proffer that the use of the said properties
<br />shall be in accordance with the following conditions hereinafter set forth:

<br /> 1. The zoning of parcels 22 and 22.1 will be changed from Residential R-75 to Waterfront
<br /> 2. The use of Parcel 22 and its improvements shall be limited to only restaurant~and
<br /> accessory uses, and the use of Parcel 22.1 and its improvements shall be limited
<br /> to only residential, boat slips and piers and accessory uses.
<br /> 3. All the requirements of the City Code shall be complied with.
<br /> 4. At any time, the property owner[s) may notify, ~n writing, the City Attorney,
<br /> City of Portsmouth, Virginia, of their desire to withdraw this proffer. After
<br /> 15 working days of such notification, the property or properties shall auto-

<br /> Motion of Mr. Whitlow and seconded by Mr. Gray, that Z 82-S be deferred and the stall
<br />to cOKf~r with the citizens to delete paragraph 4 of the proffer, and was adopted by unanimous
<br />vote.

<br /> 82-142 "Consideration of an ordinance to amend Ordinance No. 1981-36 imposing and
<br />levying taxes for the Fiscal Year beginning July 1, 1982 and ending June 30, 1983.

<br /> This ordinance reduces the real estate tax rate by
<br />of assessed value to $1.30 per $100 of assessed value.

<br />AND EVERY FISCAL YEAR THEREAFTER BEGINNING JULY 1ST AND ENDING JUNE 30TH OF EACH
<br />SUCH YEAR, UNLESS OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL
<br />PROPERTY, AND MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE
<br />PURPOSE OF RAISING REVENUE FOR tHE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE

<br /> 82-143 - "Consideration of a~ ordinance to amend the City Code b) amending Sections
<br />23-470, 23-4?3, and 23-474 pertaining to motor vehicle license taxes.
<br />
<br /> This ordinance will increase|the motor vehicle license fees from the current SiS and $20
<br />to $20 and $25 on vehicles under ~,000 pounds and over 4,000~po~nds, respectively. The ordi-
<br />nance also reflects adoption of other miscellaneous fees approved by the General Assembly
<br />during the 1982 session and brings the City Code into compliance with the State Code. The
<br />City Manager recommends adoption ~n first readings"

<br /> this ordinance will increase the meter rate for water to $1.08 per
<br />1,000 gallons for consumers within the City of Portsmouth. In addition the
<br />ordinance eliminates the emergency drought surcharge. Correspondin~ increases
<br />are included within the ordinances for consumers outside the City of Portsmouth.
